I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

Filters and materials needed
 Filters Unlimited 2, get it here
Mura's Meister>Copies, available free here
Pentacom vtr2 is in the supplies zip
 Supplies in zip file here for version 8 and up
Supplies in zip file here for older psp versions has .psd tubes instead of pspimage. these can be opened in any program.

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



1. Put the gradient jb-g435 in your gradient folder
and your 3 filters in your plugin folder. Open your font so it's available for use.
2. Open a canvas 640 x 480
Fill it with the gradient jb-g435
Angle 0, repeats 3, invert not checked (don't forget this, I got all the way to step 9
when I realized my mistake. Wouldn't have been too bad if I hadn't had to redo all my screenshots! LOL)




Adjust>Blur>Gaussian Blur radius of 35


Keep in mind that in the rest of the working canvas screenshots, the lines do not appear as fine
as they really are, a result of me resizing so my screenshots aren't too large.
3. Layers - duplicate
Effects>Pentacom>VTR2 at default



Put the layer opacity at 70
4. Make the bottom layer active
Layers>duplicate
Image>Resize 80% bicubic (all layers unchecked)
5. Layers>Arrange>Bring to Top



Apply a drop shadow 1, 1, 100, 3 #827a64 - repeat with -1, -1, 100, 3



Call this layer baby1
6. Copy this layer and paste as new image (control-V)
Effects>Filters Unlimited 2>Edges, Square>Square edge 17
It will look like a torn edge.
Copy and paste as new layer (Control-L) in your working canvas
7. Effects>Edge Effects>Enhance
Drop shadow 1, 1, 100, 3 #827a64
repeat with -1, -1, 100, 3

Call this layer baby2
8. Go to layer baby1
Effects>Edge Effects>Enhance
Layers>Duplicate
Layers>Arrange>Bring to Top
Image>Resize>80% bicubic


Layers>Duplicate
Make the "copy of baby 1" layer active, the one just under the top one
Effects Mura's Meister>Copies - Push the reset button at the bottom to set back to default,
change bg color to black>Presets at bottom left, change to Afterimage(rotate random)



Change blend mode to luminance
9. Make the upper layer active
Adjust>PhotoFix>Digital camera noise removal at default

Selections>Select all
Selections>Float
Selections>Defloat
Selections>Modify - contract 10 pixels
10. Create a new raster layer
Copy the baby and Edit>Paste into selection
Put the blend mode on luminance and the opacity on 80

Duplicate layer
Layers>Merge>Merge Down
11. Copy the tube "babykant" (rickrack) and paste as new layer
Move it into place at the top of the baby picture
Move this layer in your layer palette to just beneath the layer of baby1
Now move it under so that the scallop at the bottom of the rickrack is not visible


Duplicate layer, Image>Flip
Duplicate layer
Image>Rotate>Free rotate>90 left-all layers NOT checked


Move it into place and cut and/or erase away the excess (see example)


Layer duplicate, image>Mirror
Make sure everything is in the right spot


Starting at the top rickrack layer, merge down 3x so all rickrack in on one layer
In the layer palette, change your blend mode to soft light
Effects>Edge Effects>Enhance

Layers>Merge visible
12. Copy the tube "babyriem" (belt), paste as a new layer
Image>Rotate>Free rotate, all layers NOT checked 45 left
Move it into place
Apply a drop shadow 1,1,100, 3 color #827a64 (same as before) then repeat with -1

Duplicate layer. Image>Flip, then Image>Mirror
13. Copy the flower and paste as a new layer
Place it on the buckle of the belt, apply a drop shadow as before
Duplicate, flip, then mirror
14. Copy shoes and paste as new layer
Image>Resize, I reduced it 6x at 80% bicubic each time
You don't have to open the resize window each time, just go to Edit>Repeat Resize
Adjust>Hue and Saturation>Colorize>30 - 50


Apply the same drop shadow as before

Merge visible
15. Adding Text
Put foreground color on none and background color a light color from your picture
(I used #dfd5bd, a very light beige)
Find a nice font: mine was Bisque-size 25



Type your text, such as "welcome" that I typed for the belt
Image>Rotate>Free Rotate 45 left all layers NOT checked
Move it into place
Apply a drop shadow 1, 1, 100, 3 as before
Adjust>Sharpness>Sharpen
16. Duplicate layer and move to the other side of belt, as shown in example,
then duplicate 2 more times for the other belt, Move all into the right place then merge all layers
17. Image>Add border: 1 pixel #706550, symmetric checked
Add border: 20 pixels white
Select border with your magic wand - tolerance 0 - anti alias inside
Fill with your gradient. Keep selected.
Effects 3d cutout 1,1,80,5 #706550
repeat with -1, -1, 80, 5
18.  Copy the tube "zigzagbaby" and paste as new layer, move it a bit if you have to.
It should be pretty good, but I had to move mine a little right so the stitches would be even on both sides.


Copy the "knop" (silver bead) and paste as a new layer. I sharpened mine twice to make it shinier.
Duplicate layer, flip, duplicate layer, mirror, duplicate layer flip. This will put one in each corner.

Your tag is finished!
Resize if wanted. This will be a hard one to resize, when you reduce a great deal, the fine lines become thick lines.
What I did for my screenshots was, using the zoom tool, I reduced the onscreen size to 65%,
then I hit Alt-Print Screen to take a picture, then control-V to copy as a new image.
Now crop out your tag. You can even resize it a little more this way, without getting those lines all ugly. LOL
I used 65% for the smaller tags, about 400 width. When I wanted the 500 width for the header,
I zoomed it down to 75% before taking the picture. Make sure nothing is covering
any part of your tag, such as the layer window, before hitting print screen.
The tag is 640X480. You can take it down to 600 width without
losing the thick lines by just resizing in the normal way.

Don't forget to optimize (File>Export>Jpeg Optimizer). I usually optimize at about 20.
