I've done this tutorial in PI XL and 12
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.



Filters and materials needed
Funhouse - ZigZaggerate and Xaggerate, free here
FM Tile tools - Blend Emboss, free here (it's a trial version but blend emboss is one that keeps working)
Simple - Four Way Average, free here
Graphic Plus - Cross Shadow, free here
Bordermania - free here
Flaming pear - Transline, free here, look for Free Plugins halfway down the page

The material has been prepared so that you can open it with different versions of the program.


I am assuming you know the basics of PhotoImpact and where the tools can be located.
My filter windows may look different from yours as I use Filters Unlimited 2 to manage my filters.
A great program! It's Shareware and you can get it here.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



1. You can either use the canvas I made for you with the gradient already applied, or make your own gradient.
If you are using my canvas, skip to step 2.
If you choose to make your own gradient, follow these instructions.
Open a new canvas of 640 x 480
Go to Edit>Fill>Gradient
Click on color box by Magic Gradient,

In the next window, click on Mode 1 and change the repeats to 3.50. Then click on Edit

In the next window, pick number 016. To change the colors, right click on each color box and click on Change Color.
Now change the colors to what I've indicated. #D87F9D mauve position 267;
#FDD981 light yellow positions 177 and 358;
#EDAE45 orange position 86

Click on ok in each window.
Your canvas will now be filled with the gradient.
If grad comes out going up to left instead of right, go to the transform tool and flip canvas horizontally.
Mine wouldn't change to the right orientation, not sure if it was just messing up or what,
so I just left it and flipped it. No problem.
2.   Effect>Blur>Gaussian Blur (in PI 12 it's Photo>Blur>), click on the Options button and set it at radius of 45






Effects>Funhouse - ZigZaggerate at default of 60-60




Effects>Simple - 4way average


Effects>Sharpen>Emphasize Edges pick the top right one, in PI 12 it's Photo>Sharpen)




Effect>Graphic Plus>Cross Shadow-Vertical and Intensity 35 and Brightness on 67



If you are using Filters Unlimited as I do, if you hold the Alt key down while clicking Apply
you can do multiple filters without it closing down between each one.
3.  Open and Copy (Control-C) marif misteddecor0100 and paste (control-V) on your canvas.
(Make sure that the object is selected before copying it)
Move it to bottom right as shown, partially off the canvas


Change blend mode to luminosity only and the opacity to 74

In PI 12 change opacity to 26
4.  Open and Copy marif misted fleurs and paste on your canvas.
Move this right above the angle as shown


Change blend mode to luminosity only and the opacity to 80
In PI 12 change opacity to 20
5. open and copy marif misted face and paste into canvas
Move it to the left side as shown

Blend mode on hard light and opacity at 27
In PI 12 opacity will be 73

Effects>FM Tile tools>Blend Emboss at default


Effect>Photographic>Sunlight (in PI 12 it's Photo>Enhance>Sunlight) and use these
settings 0-0-68-0-cool-warm at 0, blue sky, strength 50, direction 0


6. Open and copy Don't Love One, paste onto canvas as shown below.

With it still selected, In the Easy Palette, click on Button Gallery, Any Shape and double click on A15
Go to Format>Brightness and Contrast, and set it at Brightness -11, Contrast 40, Gamma 0.86




7.  Right click, Merge all
If you want your tag to be 600 px width then reduce the size to 540 pix wide
because a frame of approximately 63 pixels will be added
Duplicate (Control-D) and minimize copy
8. Effect>Bordermania>3D BW Sunken #2, border width at 0
9. Format (In PI 12 it's under Adjust)>Expand Canvas - 1 pixel #5e462a
Expand Canvas 15 pixels any light color that contrasts with 1 pixel border
Select the border with the magic wand, similarity at 0, select by line checked, search connected pixels checked.
(if you can't find the magic wand, it'll be behind the selection tool).

Copy your minimized canvas.
Paste into tag canvas.
Edit>Fill>Image>Clipboard, set at Tile the Image

Keep selected.
Adjust>Blur>Gaussian Blur set at 30
Effects>Funhouse>ZigZaggerate 60-60
Effects>Funhouse>Xaggerate - 24-24
Effects>Simple 4 way average


You won't be able to see much texture yet
Keep it selected
Effect (Photo in PI 12)>Sharpen>Emphasize edges, pick bottom middle thumbnail

Right click, deselect all objects
Expand Canvas 10 pixels #a0744f
Select border with magic wand
Effects>Graphics Plus>Cross Shadow bottom two lines at 128 (default)
Effect>Flaming Pear>Transline
Easy Palette, button gallery-any shape-pick A18, right click and modify and apply.

In the next window, pick the bevel tab, change the bevel size to 4, leave everything else at default.


Format>Hue and Saturation (In PI 12 it's Photo>Color>Hue and Saturation)
leave it on master, change the saturation to 28 and the lightness to -10, click ok
Right click, deselect all objects
The lines in the frame in the reduced tag shown here show up a little thicker and prominent than they really are.
The close-up will show the way they should look.
         
 
Expand Canvas 25 pixels add light color
Select border with magic wand
Copy your minimized canvas.
Edit>Fill>Image>Clipboard, set at Tile the Image
Adjust>Blur>Gaussian Blur set at 30
Effects>Funhouse>ZigZaggerate 60-60
Effects>Funhouse>Xaggerate - 24-24
Effects>Simple 4 way average
Again, you won't be able to see much texture yet.
Keep it selected
Effect>Sharpen>Emphasize edges, this time pick bottom left thumbnail

Right click, deselect all objects
Expand Canvas 12 pixels #a0744f
Select border with magic wand
