I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



Preparation
Open your tubes, duplicate them (shift-D) and close the originals.
I always open all of my tubes and close as I use them
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open if you would like to do this.
Put the brush into your brush folder.
Either double click the font to open it and leave it open so it will show up in PSP or install it.
1. Activate the tube of the little girl
Duplicate (shift-D) and minimize one
Remove watermark layer
Image>Resize 80% bicubic (all layers unchecked)

Do this 2 x

Effects>Flaming Pear>Solidify A


Adjust>Blur>Gaussiaan Blur at 50
2. New raster layer
Put foreground color on #f1afc5 (pink)
Click on your brush tool.
Find the brush "Krisgridjet"

(I have a bit of a problem getting brushes to show up. What I did in this case was
to open the brush in psp, Control-A to select all, click on brush tool, at the bottom of the
brush window click on the icon to make brush from custom selection.
Click on that, give it a different name and click ok. It should now show up.)


Look at the brush when you go to stamp down.
You will see vertically in the middle some lines very close together.
To avoid using these lines, I applied the brush at the top left corner,
using the right edge just at the right of the close together lines and vertically
at about the halfway point, as shown. Click down once.


Click on your deform tool.
Pull on the little bounding boxes to stretch the grid to the edges of the canvas.


3. Open the duplicate copy of little girl tube,
Copy (control-C)
return to your working copy and paste as new layer (control-L)
Move it down.

 
4. Effects>FM Tile Tools>Blend Emboss, default settings
-1, -1, .250, 64, .938, .938, .938


Adjust>Photofix>digital camera noise removal
(In PSP X and up it's right in the main adjustment menu) at default settings (optional)




Merge visible
Shift-D to duplicate this image.
Call it princess1
5. Back to your working canvas.
Effects>Filters Unlimited 2 - edges square - square edge 12


Image>Resize>2x 80% bicubic (all layers not checked)


Effects>3D Effects>Drop Shadow, settings: 1, 1, 100, 3 color #7c4a5a

repeat with -1, -1



Image>Copy (control-C)
Put this aside for the moment
6. Open a new canvas of 700 x 500 transparent
Paste your image as a new layer (control-L)

Effects>Mura's Meister>Copies>Afterimage (rotate random)


7. Copy the tube "brushlaag" paste as new layer (control-L) into your new canvas
Layers>Arrange>Move down
Name this layer "brush"
You won't see it much at this point, but it's there.
8. New raster layer
Put foreground colour on #ea4899 (bright pink)
Find the brush "gh_flower_17_daisypollen"
stamp 1x in the left top corner of the pink center picture, as shown




Effects>Simple>Top Left Mirror - this will put one in each corner
9. Activate your top layer
Copy the "TwigsnberriesFrame" and paste as new layer (control-L)
It will paste in the right spot and will not need to be moved.

Effects>3D Effects>Drop Shadow, settings: 1, 1, 100, 5, color #7c4a5a (same color as step 5)
repeat with -1, -1

Effects>FM Tile Tools>Blend Emboss, default settings
10. Copy the "Glamour Girl" and "Princess" buttons and paste as new layers
Place 1 at top right and other one at the bottom left as shown
11. New raster layer
Put foreground color on #f1afc5 (pink)
Find the brush "dbprincess01"
Set at size 150
Stamp at the bottom right

Effects>3D Effects>Drop Shadow, settings: 1, 1, 100, 1 #7c4a5a (same shadow color as before)
12. Copy "strik" (bow) and paste as new layer (control-L)
Image>Rotate>Free Rotate> 30 degrees left, no boxes checked


Move it to the top left corner of the frame as shown


Adjust>Sharpness>Sharpen
Effects>3D Effects>Drop Shadow, settings: 1, 1, 100, 5 #7c4a5a
Duplicate layer and put at the bottom right corner of the frame
13. Merge all
Right click in layer palette, promote background layer
Effects>Filters Unlimited 2>Edges square>Square edge 12
Image>Resize>90% bicubic (resize all layers not checked)
Effects>3D Effects>Drop Shadow, settings: 1, 1, 100, 5 #7c4a5a
repeat with -1.-1


New raster layer
Layers>Arrange>Move down
14. Open your image princess1 that you've put aside
Adjust>Gaussian Blur>50

Effects>Simple>4 Way Average
Copy this image and return to your working canvas.
Make sure you are in the bottom layer
Selections>Select all
Paste into selection


Deselect

Effects>Pentacom>VTR2 - upper slider on 20


Effects>Bordermania<Frame 2- upper 2 sliders on 3, notch corners checked


15. Copy the tube "knop" (brad) and paste as new layer (control-L)
Move it to the left top corner, as shown

Effects>Simple>Top left mirror
Instead of the filter, you can also duplicate and place each brad.
I did it that way as I didn't like the bottom brads flipped over with the highlight at the bottom.
16. Put foreground color on lock
and your background color on #ea4899 (the bright pink used before)

Font is Tinkertoy, size 36, vector




Type "Princess"
Move it into place at the top of the picture as shown


Go to Objects>Align>Horz centre in canvas
Convert into raster layer
Duplicate layer
Move this layer down to the bottom of the picture
positioned horizontally in the same place as the top one.
Duplicate layer

Image>Rotate>Free Rotate> 90 degrees left and move it into place


Make text layer active at top of picture active
Duplicate layer
Image>Rotate>Free Rotate> 90 degrees right and move it into place


Next step is optional:
Apply a drop shadow to each text layer: 1-1-100-1-
shadow color as before #7c4a5a (dark smoky purple)



You're done!
If you resize
There are two methods you can use to resize and keep the horizontal striped from going funny.
You can resize your creation with 90% bicubic (all layers checked)
each time, to correct by half measure (clearer results)
Another method I use to avoid the effects going funny on reducing is to use the zoom tool,
right click once to take it down to 80%, click on Alt-Print Screen, then control-V to paste
down the screenshot. Use your select tool to select around your picture, crop to selection
and from there you can make it smaller by normal resizing if you like.
Makes the effects stay as clear as in the larger tag

If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Watermark
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save
File>Export>Jpeg optimizer - compression of 20.
