The one on the left can be done with any version, the one on the right was done in PI 12

Ulead PhotoImpact
I've done this tutorial in PhotoImpact XL and 12
I believe it can be done in most versions.
You may have to look around for the commands but they are there.

IMPORTANT NOTE ABOUT SCRAP KIT
The scrap kit made by Melissa of Sentimental Style when she was still Heartfelt Scraps (in the supplies folder):

The kit consists of layers, 1 per element.
To copy each one, make sure you are on that layer and then Control-C to copy and Control-V to paste into working canvas.
If there is more than one element in a layer, copy the layer (Control-C), paste as new image (Control-Shift-V)
and then click on your selection tool and click on the toolbar "Select on Objects". Now use your
selection tool to select around the one you want and copy then paste into your working canvas.
See step 2 below for a screenshot.
I am assuming you know the basics of PhotoImpact and where the tools can be located.
1. Copy a paper from the HS Scrap Kit_022 (I used the second one from the bottom)
and paste as a new image (control-shift-v or Edit>Paste as object).
You can use either one of the other 2 papers as well.
This becomes your working canvas.
Right click, merge all.
Selection>select all (or Control-A)
Copy (control-C) "1016 scenery 34" and Edit>Paste>Into selection (do not pick "fit into selection")
Your image will basically be stuck to your cursor. Fit the picture where you
want it and then click to let go of it. You can move it again if you need to.

Click on the edges of the canvas window to pull it out beyond the edges, so you can pull image beyond the edges.
Click Q (on the keyboard) to pick your transform tool, set at resize (the first icon on the left)
In PI 12, click the dropdown arrow on the first icon to pick resize.
Pull out on both sides (using the little boxes at the sides) so it looks similar to my example.
In the layer palette, put the blend mode on Luminosity Only and the opacity on 55%
2. Copy the ribbon and lace in the scrap kit and paste as new image (control-shift-v)
Click M to pick your selection tool and click "Select on Objects" in the toolbar.
With the object layer selected (marching ants around both the ribbon and the lace)
select with your selection tool around the ribbon only.
Control-C to copy. Don't close it, you'll need the lace in a minute.
Paste (control-v) on your working canvas (it automatically pastes as a new layer).
Place it at the bottom, past the edge of the canvas, as shown,
making sure you can see only the top line of stitching
Right click on ribbon, click on shadow. Pick middle icon.
Set at 10-10-30-70-3 color #5980ba (a medium blue)
Right click, split shadow. In the layer palette pick the layer, probably the second one
from the top so you see the marching ants around a section on the right of the ribbon.
Click K on the keyboard to make sure your tools are set at the move tool.
With your arrow keys, tap the left arrow key till the shadow goes right to the left edge.
Right click on canvas>duplicate. Move the new ribbon layer to the top of the canvas
3. Copy the lace from that same ribbon and lace layer in the scrap kit by using select on object again,
then paste it onto your working canvas and place it as shown in the example.
Right click on canvas>Shadow. 1-3-20-100-0 color #5980ba
Right click on canvas>Duplicate layer, Q for transform tool, in toolbar click on flip vertically.
If you hover over the icons with your cursor you'll see a little popup box tell you what it is
Place it in the same position at the bottom.
4. In the scrap kit, copy the photo frames and paste as new image.
Cut out the slanted one, copy it and paste on your canvas
Click Q for your transform tool, set on Resize again, pull it top and bottom
to the edges of the ribbon, and on the sides almost to the edges. See example.
Right click on canvas>Shadow. first icon on left-1-3-20-100-0 color #5980ba
5. Copy the photo mounts and paste as new image
Leave it selected. Click M for the selection tool and change it to the Magic Wand.
In the toolbar, click on "select on objects".
Click with your magic wand in the white part, tolerance on 10
This should select the middle white part. Leave it selected
6. Open 1147 blue eyes. Make sure your background color is set on white.
Copy the baby and return to your photo mounts
Edit>Paste>Fit into selection. If it pasted under your photo mounts layer, which it probably will,
in the layer palette pull the layer up to the top. Or right click, align, bring to front.
7. With the baby layer only selected, go to Effect>Xero>Porcelain set at
149-128-128-0-0-255
Right click on canvas>Select all objects>Merge as single object
Right click on canvas>Shadow>blue #5980ba as before-3-3-20-100-4
Click Q for the transform tool, click on flip horizontal in the toolbar.
Copy and paste on your working canvas
8. Copy the white snowflake and paste as a new image.
Resize to 60% bicubic. Select the top one with the selection tool, select on object and copy it,
paste it on the working canvas and place it as shown at the top left of the mounts
Apply the shadow 1-1-20-100-5 - color as before-blue #5980ba. Keep selected
Right click on canvas>Duplicate, then click Q for transform tool, click on flip horizontal, then flip vertical.
Place in corresponding part of the canvas at the bottom right, as shown.
9. From the scrap kit, copy the buttons layer and paste as new image.
Select one of the small buttons at the top (I used the darker one on the right)
and copy it, then put it right in the middle of a snowflake.
Right click on canvas>Shadow>blue #5980ba-1-3-20-100-2
Right click and duplicate then click on Q for transform tool and flip horizontal then flip vertical
Right click on canvas>Select all objects, Right click again>Merge as single object.
Copy then create new canvas>Same as Image in Clipboard, set at transparent. Paste your graphic onto it.
10. Effects>Filters Unlimited 2>edges square - square edge 17
For some strange reason, every time I tried this I ended up with a dark brown around the edges,
even though I had it on a transparent canvas and both colors in my color palette were set to white.
I had some problems with freezing a few minutes before so that may be why it happened.
In any case, I right clicked on the canvas, merged all and clicked on the brown border with the magic wand
set to tolerance of 10. I went to Selection>Invert then Selection>Modify>Shrink by 1, Control-C to copy.
Create a new canvas>From Clipboard, set at transparent. Now paste your copied graphic into it.
If you don't get the brown (or other colored) edge you don't have to do any of the steps I described
after the Square Edges filter. Your graphic will be on a transparent canvas and ready to use.
Format>Image size (In PI 12 it's Adjust>Resize) 85% bicubic, selected object only checked
With the move tool active, click on the icon to centre both vertically and horizontally.
Right click on canvas>Shadow>blue #5980ba 1-1-20-100-0,using the first icon on the left.
Right click on canvas and Split Shadow.
Now repeat the shadow with the same settings using the middle icon.
This will leave a thin blue shadow around all the edges
11. Copy the lace (frame-not out of the scrap kit) and paste as new layer
Resize 80% bicubic, Selected Object checked.
Right click in canvas, on that layer>Arrange>send to bottom, or just pull it down in the layer palette
If all is in place properly, right click in canvas, select all objects, right click again and Merge as single object.
12. Copy the paper clip (not from the scrap kit) - paste into working canvas.
Click Q for Transform Tool. In the toolbar, in the Rotate by Degree section,
change the rotation to 40 and click on the rotate clockwise arrow to the left of it.
Move it into place on the top lft of the tag (see example)
Right click on canvas>Shadow>1-1-20-100-1, using the first icon on the left. color blue #3c5780
(note this is not the same blue we've been using throughout)
Right click and duplicate, flip horizontal with the transform tool and move into top right,
Right click and duplicate that one and flip vertical with transform tool, move to bottom right
Right click and duplicate that one and flip horizontal with transform tool, move to bottom left.
13. Copy 1 of the tags from the scrap kit
Resize 80% bicubic, all layers unchecked. Now resize to 80% again.
This does not give the same size as doing 60% once, so do it this way.
Right click on canvas>Shadow>1-1-20-100-1, using the first icon on the left. color blue #3c5780
Move it into place
14. Adding the text.
PI XL: Pick the font Snowcap size 55 (in PI 12 make it 45), bold, white, 3D round
(To change to a font size not in the list, just type it in the little window where the font size is and hit enter)
(PI 12: you can either follow the same directions as for PI XL or click here for an alternate method)
Type your text. I typed "Winter".
Go to your Easy Palette>Material Palette>Material Gallery>Gel
Right click on G21, click on the Border/Depth tab and change border to 4.   
Now go to Material Attribute Gallery>Color and double click on Black-White gradient near the bottom.
Now go to Format>Brightness and contrast and click on the bottom right thumbnail.
If you hover over it you'll see a popup that says Less brightness, more contrast.
This one done with PI XL and the method described above.
PI 12: Snowcap, size 45, bold, color #557cb4, 3D round border checked, white, 1, shadow checked
Type "Winter". In the text tool settings panel (if you don't see it, click on the icon
at the end to adjust tool settings), change the width to 4.
In the text toolbar, click on set shadow attributes (the square to the right of the word shadow)
The shadow window will open. Change the color to blue #557cb4, 2-2-25-100-0
This one done with PI 12 and the alternate method
15. PI XL and PI 12 (or PI 12 can use the alternate method as used in the previous step)
Using the Snowcap font again, size depending on your text (I have mine on 30 in PI XL, 26 in PI 12),
type text on the tag. I typed XXX using small x's. Then I typed my name.
Double click on Gel G39 (black) then in Material Attribute Gallery>Color>Light Blue 1
Now go to Format>Brightness and contrast and click on the bottom right thumbnail.
Right click on text, go to Shadow and change the shadow settings to white, 1-1-0-100-0
This one was done with PI 12 and the alternate method

Right click, select all objects, right click and merge as single object.
Watermark and save as a gif if you want to retain the transparency
or as a jpg if you want to save it on a background or a color.
