See the original tutorial here for PSP in German: http://www.la-beatrice.de/SK_Flower/Scrap-Flower.htm (it's on Seite 8)

For this tutorial you will need:
Jasc or Corel Paint Shop Pro - I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions - You may have to look around for the commands but it's likely they are there.

Filters and materials needed
Xenofex 1
Supplies in zip file here

Supplies in zip file here for older versions if the other ones don't work for you. These are in psd format.

I changed the .pspgradient file to a .jgd file. I understand this makes them usable in earlier version of PSP.

Preparation
Open your tubes, duplicate them (shift-D) and close the originals.
I always open all of my tubes and close as I use them
The tubes used more than once here are the hearts and the lilies. You can close the others after using.
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open if you would like to do this.
1. Open the picture "floral350px.jpg" and resize it to a width of 350 px bicubic
(I like to use Smart Size as well, compare and see which way you like best)
Image>Add Borders- a symmetrical border of 1 in this color #615284 (dark purple)
Now add a border of 10 px in a contrasting color
and with the magic wand (tolerance at 0) select this border
2. Set your foreground color to the gradient "SK_Blum" with these settings:
Angle 0, repeats 3, style right thumbnail (Radial)
Now fill your selected edge with your flood fill tool. Deselect.
3. Add again an edge with 1 in the color #615284
Right click in layer palette and promote background layer
4. Right click in layer palette, new raster layer. Pull this down in the layer palette below the converted background layer.
Image>canvas size at these settings: 600-450, leave the arrow in the middle (default) so it expands evenly all around.
Fill with the gradient.
5. Effects>Texture effects>Blinds, at these settings
4-25-color black-light from left/top checked, horizontal NOT checked
6. New raster layer (this should be above your blinds layer and under your graphic layer),
Selections>select all (control-A)
Selections>Modify>Contract by 40 pixels
Fill with the gradient at these settings: Angle 0, repeats 7, style right thumbnail as before.
7. New raster layer just above this layer, and fill with the color #615284,
Set the opacity in the layer palette to 50%
8. Effects>Texture effects>texture with this setting, do twice
Texture: Brush Strokes, 60-0-1-0-0-white-307-50-30
9. Turn off top and bottom layer, highlight one of the other layers, right click and merge visible.
Turn other layers back on again.  Stay in the layer you just merged.
Effects>Xenofex 0.1>Distress and enter these settings: 20-8--edge type jagged-settings fuzzy edges.
Selections>None
10. Effects>3D effects>Drop Shadow with these settings:
2-2-100-15-color #372f53 (very dark purple)
Repeat with vertical and horizontal -2
11. Highlight the top layer and use the same drop shadow on it, first with 2, 2 then with -2, -2..
12. Copy the tube "Summer_ribbon5_NekkeyOne©" (Control-V)
and paste as a new layer (control-L) into your working canvas.
It will paste into the center, leave it there.
13. Duplicate it and go to Image>Rotate>Free Rotate with these settings.
Left-90-all layers and rotate single layer NOT checked.
14. In the layer palette, in this duplicated ribbon layer, right click and merge down (this will only merge the two ribbons)
Effects>3D effects>Drop Shadow with these settings:
2-2-100-1-color #372f53 (very dark purple).
In the layer palette, pull the ribbon layer below the picture layer.
Select the top layer in the layer palette.
15. Copy the tube "TopazStitches" and paste as new layer into your working canvas,
Resize it to 83%, all layers NOT checked.
Go to Adjust>Hue and Saturation>Colorize and enter these settings:255-80
Place it at the left hand side of the flower picture
16. Drop shadow as before, only using just -2, -2 and change blur to 70
17. Duplicate and move to the other side of the picture. Don't mirror as the shadow will be on the wrong side then.
18. Copy the tube "jewels_05" and paste onto your working canvas as new layer. Place as shown.
19. Copy the tube "Herz" (heart) and paste as new layer into your work picture,
Place it at the top of the pearls, duplicate and mirror and place at the end of the string of pearls as shown.
20. Copy the tube "PatryMists_PinkLilium" and paste as new layer into your working canvas
Resize to 60%, all layers NOT checked, and place it in the lower left corner.
Go to Adjust>Hue and Saturation>Colorize and enter these settings: 183-92
21. duplicate the flower and colorize it again with these same settings: 255-80
Move them apart a little, as shown in the tag
22. With the rest of the tubes, decorate to taste.
23. Image>Add Borders>1 pixel in this color #372f53
24. Activate your rectangle tool - rectangle
Settings: Foreground color on #dbadb6, background color turned off,
Line style - Short Dashed line, width 3, create on vector checked
Now draw the line at the edges of the canvas. Left click and pull from top left to
bottom right to create a rectangle around the edges.Convert to raster layer.
If it does not fit correctly, then you can fix it by using the bounding boxes (the little squares) and pulling or pushing on them.
You can also fix it by converting it to a raster layer and using the deform tool to make it the correct size.
25. Effects>3D Effects>Inner Bevel and enter these settings: Bevel 2-4-15-10-2-2-315-30-50-white
You're done!
26. If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 50, clipping 4.
Or Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
New raster layer, watermark. Don't forget to optimize when you save. I optimize at about 20 (File>Export>Jpeg optimizer).
