For this tutorial you will need:
Corel Paint Shop Pro (or Jasc previous versions) I've done this tutorial in PSP 9 and PSP XI. I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.
Filters and materials needed
FM Tile Tools>Blend Emboss, free here (it's a trial version but blend emboss is one that keeps working) http://www.fantasticmachines.com/

The tubes I have used are from Marif, Sorensen_Designs and Suzi Sgai. Please have respect for the tubers and leaves them in their original state.

1. Open a transparent canvas 640x480 pixels. Foreground color on #7c6b3d, background color on #f6d68f
On your material palette, click on the foreground color to make it a gradient, pick Foreground-Background, Angle 45, Repeats 2, invert checked, style linear
and fill your canvas with this gradient with your flood fill tool (paint bucket). Adjust>Blur>Gaussian Blur set at radius of 30.

2. Open your tube "Marif_2006_decembre_misted_paysage049". Copy and paste as new layer in your working canvas
Change the blend mode in your layer palette for this layer to Luminance (Legacy). Reduce opacity with the slider to 84.
Move it almost to the right edge and pull it toward the bottom in the position as shown

3. New Raster layer. Selections>Select All, Open the tube "Misted By By Sorensen Designs ©Don Verger Tube 203",
Copy and Edit>Paste>paste into selection in your working canvas
Effects>FM Tile tools>Blend Emboss at default settings: -1, -1, .250, 64, and the bottom 3 at 0.938
Reduce opacity with the slider to 38.
Move the layer up till the bottom of the trees match up with the horizon line (there's a white line at the bottom of the trees that matches the white line there.
Move it to the right so the right edge of the trees is just above the left point of the canoe. See picture for example.
It's easier to match up if you do the Blend Emboss and reduce opacity first as I've done.

4. Open your tube "SS_1024_Misted", and Reduce Image to 50% bicubic, Copy and paste as new layer in your working canvas
move up and to the right into place as shown, with the right edge of the eye just touches the right edge of the canvas, and the eyebrow is nearly all out of sight (see example)
change the blend mode in your layer palette for this layer to overlay, Reduce opacity with the slider to 38.

5. Open the tube "SS_1127_Misted", Copy and paste as new layer in your working canvas. Move it to the left edge as shown.
Click on your sharpen brush, Size 50, hardness 25, step 20, density 50, thickness 100,
Sharpen the trees and the eye by using the brush over top of them, making sure you are in the correct layer for each.

6. Make sure all are in the right spot and then right click in layer palette and merge all (flatten image).
Layers>New Raster layer, Selections>Select all, 3D-effect>Cutout, H 3 and V 3, Opacity 70, Blur 30. Color #483e20, Repeat with h -3 and V -3. Select none

7. Duplicate your image (Shift-D) and copy it making sure the background layer is selected.
The reason I duplicate it is in case you lose the copy in your clipboard and then you have to undo everything just to copy it. Merge all.

8. Image>Add border 1 pixel color #1c0e00 (very dark brown)
Image>Add border 5 pixels white, select with Magic Wand. Tolerance on 0, anti-alias outside.
Edit>Paste into selection the image you just copied. Adjust>Blur>Gaussian Blur set at radius of 10. Select none.
Image>Add border 1 pixel color # 1c0e00
Image>Add border 30 pixels white, select with Magic Wand, set as the last step, Again, Edit>Paste into selection the image you just copied.
3D-effects - Drop Shadow. H 1 and V 1, Opacity 80, Blur 3, Repeat with H -1 and V -1

9. Open the tube "SS_1127_misted", Image>Resize to 90% bicubic. Copy and paste as new layer in your working canvas.
Move it to the place as shown. It will overlap the frame, as shown. Layers>Duplicate layer

10. Make sure you are in the top layer and go to Effects>FM Tile tools>Blend Emboss at default.
Adjust>PhotoFix>digital camera noise removal at default of 50-50-50-70-0
Effects>Xero>Porcelain, make sure the bottom 3 sliders are on 0. Merge all.
Image>Add border 1 pixel color #c0e00
The tag is done. maybe time to save and back it up now!

11. We will now add text. Foreground color on none, background color on #ddbf80 (dark golden yellow)
Writer has used the font GE Basalt Script which is in the supplies folder, but if you have BrockScript installed, it's the exact same font.
Size 48. Vector. Direction down. Stroke width 0,0. Anti-alias sharp. Type your text. Right click in layer palette and convert to raster layer.
3D-effects>Drop Shadow, H 2 and V 2, Opacity 80, Blur 3.
Adjust>Sharpness>Unsharp Mask at 1,.64, 4.
Merge all. You're done!

21. If you resize, use Smart Size as the resampling method and use the Unsharp Mask at 1-64-4 afterward.
Watermark and save. Don't forget to optimize. I usually optimize at about 20.(File>Export>Jpeg Optimizer)
