I've done this tutorial in Photoshop CS2 and in Photoshop Elements 5. I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
In the tutorial, PSE refers to Photoshop Elements, PS refers to Photoshop.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           




Here is a small version you can drag with you for reference as you work
1. Put the gradient Brown-Caramel repeat, in your gradient folder.
Click on the gradient tool (in PS it's behind the bucket tool).
In the toolbar, click on the drop down arrow next to the gradient.

When that drops down, click on the little arrow that says more.
In that menu, click on "Load Gradients", browse to where the Brown-Caramel repeat
gradient is and load it. It will now show up at the bottom of the gradients.
Go to Layer>New Fill Layer>Gradient. When the first window opens, leave all at default and click ok.
In the next window pick the new gradient, set it at linear, angle 45, reverse checked.



Right click in layer palette and flatten image
2. Go to Filter>Mehdi>Sorting tiles set at Block Range 0-50, Block 50, Mosaic checked


3. Open the tube "ldesignz dreamerbyfrixin".
Copy it (control-a then control-c) and paste as a new layer (Control-V) onto your gradient canvas.
Go to Filter>Blur>Motion Blur and set angle to 45 and distance to 100.

Pull the window edges out beyond the canvas edges as
you'll be going past the edges to fill the canvas with this layer.
Go to PSE-Image>Resize>Scale or PS-Edit>Transform>Scale and pull
the layer out to cover the complete canvas with the bounding boxes.

 When done, click on the little arrow in the right lower corner of the canvas
(In PS, this checkmark is in the toolbar).

In the layer palette, turn the opacity down to 42%.
4. Open your tube "_ Aimelle_sepia beauty".
Copy (control-a then control-C) and paste (control-V) in your main canvas.
Image>Rotate>Flip Image Horizontal. In PS it's Edit>Transform>Flip Horizontal.
Put it against the right edge of the canvas just so the right
of the center of the flower is touching the edge, as shown.

Go to Image>Resize>Scale (Edit>Transform>Scale in PS) and pull the top and
bottom edge slightly so it fits exactly at both top and bottom.
Now, in the layer palette, change the blend mode to Luminosity.

Go to Filter>FM Tile Tools>Blend Emboss at default settings.

It should look like this now:
5. Open the tube "ldesignz dreamerbyfrixin" again.
Copy it (control-a then control-c) and paste as a new layer (Control-v) onto your gradient canvas.
Go to Image>Rotate>Flip Layer Horizontal. In PS it's Edit>Transform>Flip Horizontal.
Move it to the left edge as shown.

Go to Filter>FM Tile Tools>Blend Emboss at default settings.

Go to Filter>Noise>Reduce Noise, set strength at 10 and the other two at 0
(In PS, set Sharpen Details at 50% as well).
 
Now in PSE go to Enhance>Auto Sharpen. In PS skip this step.
Before and after the reduce noise step.
 

Right click in layer palette and Flatten image.
6.  Select all. Add a new layer (click on the layer icon in layer palette,
in PSE it's at the top of the layer palette, in PS it's at the bottom)
Open the tube "MarieL_2006_10Octobre_smoke02t".
Copy (control-a then control-c) and over to your canvas you're working on,
Edit>Paste into selection (In PS it's just Paste Into).

Now, in the layer palette, change the blend mode to Luminosity.
Reduce opacity in layer palette to 48.



Select>Deselect
7. Open the tube "Marif_2006_octobre_misted_fleurs093".
Copy (control-a then control-c) and paste as new layer (control-v) into your tag.
Go to Image>Rotate>Flip Layer Horizontal. In PS it's Edit>Transform>Flip Horizontal.
Move into place as shown.

Now, in the layer palette, change the blend mode to Luminosity). Reduce opacity in layer palette to 78.
8.  Open the tube "Marif_2006_octobre_misted_decor078", copy and paste as new layer in the tag canvas.
Go to Image>Resize>Scale (Edit>Transform>Scale in PS) and
pull the top and bottom edge so it fits exactly at both top and bottom.
This will make the water drops oval. Click the checkmark.

Now move the entire layer to the right edge until only some of
the droplets are showing, as shown in the sample here.

In the layer palette, change the blend mode to Overlay. Reduce opacity in layer palette to 60.
9. In layer palette, right click on a layer and merge all (flatten).
Go to Effects>Xero>Porcelain, change the bottom 3 lines (red-green-blue) to 0. Settings: 50/128/128/0/0/0
It should look like this now

Duplicate this canvas and minimize if you are making the wide border.

Now we will add either a narrow edge or a wide one. Your choice.
Narrow edge is just below, wide edge is below that, or click here.
NARROW EDGE BORDER
IN PHOTOSHOP ELEMENTS
Make sure your dark color is your background color
Select>All. Right click in layer palette and make layer from background.
Select>Modify>Border 20
Filter>Blur>Gaussian Blur at 80

Right click in layer palette and flatten image. The border will still be selected.
Select>Inverse
Repeat Select>Inverse
Filter>Flaming Pear>Transline
Filter>Bordermania>Frame #2 set at 5-5-168-167, Notch corners checked, bevel not checked.

Filter>FM Tile Tools>Blend Emboss at default setting.

IN PHOTOSHOP
Copy your finished picture
Open a new canvas in black 660X500
Paste your picture onto the canvas twice
Select the middle layer, Select>All, Select>Border, size 20
Filter>Gaussian Blur set at 20

Select>Inverse
Repeat Select>Inverse. Now you should have marching ants along the outer side of the border and along the inner side of the border.
Filter>Transline
Filter>Bordermania>Frame #2 set at 5-5-168-167, Notch corners checked, bevel not checked

Filter>FM Tile Tools>Blend Emboss at default setting.
I noticed on mine that there was a small rim of black showing at the edges, so I right clicked and flattened image. Then using my selection tool, I carefully went around the edges cropping out the black. Then to Image>Crop.
If you want to check that you got it all, open a new white canvas larger than the picture and copy and paste it on.
If you see more black, just go around the image again more closely and crop again.
You have to be careful to get to the exact edge, or you will lose part of your frame when cropping.

Now you can add the text.
WIDE EDGE BORDER
1. Expand Canvas
Expanding canvas instructions:
To expand canvas, right click in title bar of the canvas and pick expand canvas.
When expanding canvas, always make the size 2X the amount of pixels you want to expand, so you get the desired dimensions all the way around.
For instance, if you want a 1 pixel border all the way around, change the height and width to 2 pixels larger.
Make sure your 2 colors are in the color palette
Expand canvas 1 pixel #2e1709
Expand canvas 7 pixels #d0a185
Select border with Magic Wand, tolerance at 0
Effects>Penta.com - VTR 2 default setting: 26/0/169/0

Filter>FM Tile Tools>Blend Emboss at default settings
Selections>Select None
Expand canvas 1 pixel #2e1709
Selections>Select None
2. Maximize duplicated canvas and copy
Right click in layer palette and make background into a layer
Add new layer and pull it beneath the other one.
Expand Canvas 35 pixels (add 70 to the dimensions) it will be a transparent border
Edit>Paste
It will look like nothing happened but your layer is in behind the other one. Pick the move tool to put your program into move mode, and use your cursor keys to move the back one to the top left corner.
Go to Image>Resize>Scale and pull the boxes so the canvas is filled right to the edges. Click on the checkmark.
Adjust>Blur>Gaussian Blur at 20
Effects>Penta.com - Color Dot, default settings: 90/2/255/255/255
3. Add new layer (make sure it is just above the bottom one) and fill with color #2e1709 (the dark brown)
Effects>Graphic Plus>Cross shadow>default settings:
50/50/50/50/50/50/128/128

Lower layer opacity to 72
Enhance>Auto Smart Fix (not in PS)
Flatten image
4. Repeat step 1
Expand Canvas 1 pixel #2e1709
Expand Canvas 7 pixels #d0a185
Select border with Magic Wand, tolerance at 0
Effects>Penta.com - VTR 2 default setting
Selections>Select None
Expand Canvas 1 pixel #2e1709

Right click in layer palette and flatten image.
If you started out with the 640X480 size for your tag, you will end up with a tag 744X584
Now you can add the text.
ADDING TEXT
Make the foreground color dark brown 4a1b02
The original creator used the font Carattere but it's not shareware
so I found one that is very similar and I can share, called ElegeionScript.

PHOTOSHOP ELEMENTS

Size 68 (it's not in the list, just type it into the size box and hit enter), anti-alias on (the double A's).



If the right color is not showing in the color box, go to your color palette and switch the palette
with the little arrow and back again. This will put it in the color box. Type your text.
Go to the style palette, Layer styles, Image Filter. Double click on sun-faded photo.

In the style palette, double click on the low in the drop shadow thumbnails.

Now go to Layer>Layer style>Style Settings and change the settings to 3-2-100, black.


PHOTOSHOP

In PS: click on text tool, change the font to ElegionScript, size 68, anti-alias sharp.

Type the text. In the layer palette, look at the bottom for the f in a circle. This is layer styles. Pick Drop Shadow. In the drop shadow window, leave at default except change distance to 2, spread to 3, size to 5, black.

Go to Filter>Sharpen>Sharpen.

If you are going to resize, don't sharpen the text or merge the layers.
After resizing, with the text layer selected, right click in the layer
palette and simplify layer (in PS, it's Rasterize Type).
Go to Enhance>Auto Sharpen (In PS go to Filter>Sharpen>Sharpen).
You don't want to auto sharpen the whole tag or you'll lose the dreamy effect.
Once done with the text and/or resizing, right click in layer palette and Flatten Image.

Watermark and save as a jpg. Don't forget to optimize. I usually save at Medium.
