For this tutorial you will need:
Jasc or Corel Paint Shop Pro. I've done this tutorial in PSP 9 and PSP XII.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

The tubes which I have used are of FBR and several scrap tubes. *
Have respect for the tubers and leaves them in their original state.

Preparation
Activate your tubes, duplicate them (shift-D) and close the originals.
I always open all of my tubes and close them as I use them
None of them are used more than once so you can close each one after use.
Drag the small copy of the tag just above with you for reference as you work.
Most of the tubes have the actual tube in the middle layer, make sure you are in this layer before copying.
Step 1
Open a transparent canvas of 640x480 pixels.
Selections>Select All (Control-A)
Step 2
Activate "Pa-Achtergrond_01",
Copy (Control-C) and Edit>Paste>Paste into selection.
Deselect.
Step 3
Activate "Pa-Achtergrond_02",
Copy (Control-C) and paste as new layer (Control-L).
Move it to the left as shown.
Step 4
Activate "Pa-Overlay", Copy (Control-C) and Paste as new layer (Control-L).
It does not need to be moved.
OPTIONAL: Layers (or right click in layer palette)>Merge all.
After I had realized I put this not far enough to the left and had to go back from step 8,
I left this unmerged in case of another emergency. LOL
I didn't merge anything till I had to, to add the borders, in step 20.
Step 5
Activate tube "Pa-Lace", Copy (Control-C) and Paste as new layer (Control-L)
Move it to left right with the straight edge up against the left edge as shown
Effects>3D Effects>Drop Shadow, settings:
H 1 and V 1, Opacity 80, Blur 5.
Repeat with h -1 and V -1.
Step 6
Open tube "PA-Web"
Copy (Control-C) and paste as new layer (Control-L).
Move it to the bottom right as shown.
Step 7
Activate tube "PA-Ribbon",
Copy (Control-C) and paste as new layer (Control-L).
Move these to the bottom.
Effects>3D Effects>Drop Shadow, settings:
H 1 and V 1, Opacity 80, Blur 3.
Repeat with h -1 and V -1.
Step 8
Activate tube "Stitching", Copy (Control-C) and Paste as new layer (Control-L)
Leave it where it is.
Effects>3D Effects>Drop Shadow, settings:
H 1 and V 1, Opacity 80, Blur 3.
Step 9
Activate tube "PA-Rivet_Trim,
Copy (Control-C) and paste as new layer (Control-L).
Move these to the bottom.
You can move it later if you don't like where it is.
Effects>3D Effects>Drop Shadow, settings:
H 1 and V 1, Opacity 80, Blur 3.
Repeat with h -1 and V -1.
Step 10
Activate tube "PA-Frame",
Copy (Control-C) and paste as new layer (Control-L).
Move to the right as shown.
Effects>3D Effects>Drop Shadow, settings:
H 2 and V 2, Opacity 60, Blur 15.
Repeat with H -2 and V -2
Step 11
Activate "PA-Achtergrond_frame", delete watermark layer
Activate tube "FBR_andaria" (woman),
Image>Resize to 70% bicubic
Image>Mirror
Step 12
Copy (Control-C) and paste as new layer (Control-L)  the woman into
the "PA-Achtergrond_frame".
Move it a bit down and to the left as shown.
Effects>FM Tile tools>Blend Emboss.
Layers (or right click in layer palette)>Merge all.
Step 13
Copy (Control-C) this image your just made and
Paste as new layer (Control-L) into your working canvas.
Drag this in your layer pallet under the frame layer.
Move the picture until you don't see any edges
OPTIONAL: Activate top layer
Layers>Merge>Merge down (see previous note about merging, I didn't merge here'
and actually didn't merge till I had to, to add the borders in step 20)
Step 14
Activate tube "PA-Doodle",
Copy (Control-C) and paste as new layer (Control-L).
Move it to the top left as shown.
Effects>3D Effects>Drop Shadow, settings:
H -1 and V -1, Opacity 80, Blur 3.
Step 15
Activate tube "PA-Doodle-01",
Copy (Control-C) and paste as new layer (Control-L).
Move it to the left as shown
At this point I compared my example to Marian's and moved my background 2,
the woman with the frame and the rivets, more to the right. Glad I didn't merge earlier.
I always have an example open and refer to it at all times,
but this misalignment wasn't obvious to me till I places Doodle_01
Step 16
Activate tube "PA-Flower_01",
Copy (Control-C) and paste as new layer (Control-L).
Move these so that it is exactly at the left edge of the frame
and slightly higher than the bottom edge of the frame.
Effects>3D Effects>Drop Shadow, settings:
H 1 and V 1, Opacity 80, Blur 3.
Repeat with h -1 and V -1.
Step 17
Activate tube "Pa-Flower_02",
Copy (Control-C) and paste as new layer (Control-L).
Move it as shown by the other flower.
Use the same drop shadow as above.
Step 18
Do this step last if you want to change the text after making the tag,
or it will be merged into the tag in step 20.

Activate tube "PA-Wordart", Copy (Control-C) and Paste as new layer (Control-L)
Image>Rotate>Free Rotate>85 degrees to the left, no boxes checked.
Resize 93%, resize all layers not checked. Adjust>Sharpness>Sharpen
Move it onto the tag on the frame as shown.
You can put your name or other text on the tag instead if you like.
Step 19
Make sure all is where you want it. As mentioned, if you will want to use it without the word Past on it,
leave that step off for now until you're done. You can add whatever text you want to the tag later.
You will have to merge now, to add the borders, so check it all to make sure it's all where you want it.
That was a lot of tubes to place!
Layers (or right click in layer palette)>Merge all.
Step 20
Image>Add Borders> 25 pixels white,
select with Magic Wand, anti-alias checked, tolerance and feather at 0.
Put foreground color on #ba8f70/background color on #9b9ca0
Make a gradient: Angle 45, repeats 0, invert not checked, linear
Fill the selection with this gradient.
Effects>3D Effects>Drop Shadow, settings:
H 1 and V 1, Opacity 80, Blur 3.
Repeat with h -1 and V -1.
Step 21
Effects>Penta.com>VTR 2 at default settings: 26-0-169-0
Effects>Bordermania>Frame # 2: 4-7-110-130-notch corners checked, bevel not checked
Deselect
Step 22
Selections>Select All (Control-A)
Selections>Modify> Contract 20 pixels.
New raster layer
Fill with your gradient. This will cover your picture, don't worry, you haven't messed up!
Selections>Modify>Contract 5 pixels.
Press your delete key.
Deselect.
Effects>3D Effects>Inner Bevel, settings:
bevel 2 - 2-10-2-1-10-315-40-33-white
You're done!
If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Resizing
To resize, make sure, to retain the texture and the clarity, resize at 90% bicubic and repeat till you get close to the size you want.
At that point you can resize by pixels as usual. You will find this makes a big difference in your final result.
If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Watermark and Save
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save: File>Export>Jpeg optimizer - compression of 20.
