For this tutorial you will need:
Jasc or Corel Paint Shop Pro.
I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.  You may have to look around for the commands but it's likely they are there.

Filters and materials needed: No filters needed; 1 picture of your choice

1. Make your picture 400 pixels high, pick a beautiful color from it and make that your foreground color, background color is black
In picking your color, pick on the light side as it will darken with the effects.
Or you can colorize the whole frame afterward or use Brightness and Contrast.
 2. Selections>Select all (control-A)
Effects>3D Effects>Cutout, settings: V 0 - H 0 - Opacity 90 - Blur 5 -black
Deselect
3. Image>Add borders>1 black, 2 with your color, 1 black
4. Image>Add borders>22 with your color,
Select with magic wand
Effects>Texture Effects>Blinds: W 151 - O 75 - color: black - horizontal checked, light from left/top checked
5. Effects>Edge Effects>Erode- you may not see a lot of difference yet.
Effects>Distortion Effects>Punch 50%,
Deselect
6. Image>Add borders>1 black, 2 with your color, 1 black
7. Image>Add borders>27 with your color,
Select with magic wand,
Layers>new raster layer, fill with black
8. Adjust>Blur>Gaussian Blur at 50,
Effects>Distortion Effects>Curlicues: 10 - 10 - 100 - 1, both boxes checked
Deselect
9. Image>Resize to 80%
10. Image>Add borders> 1 black, 2 with your color, 1 black
11. Image>Add borders>30 with your color,
Select with magic wand
Effects>Texture Effects>Blinds: W 160 - O 75 - color: black - both boxes checked
12. With your edge still selected, Effects>Edge Effects>Enhance
Keep selected
13 Effects>3D Effects>Cutout as before, settings: V 0 - H 0 - Opacity 90 - Blur 5 - black
Deselect.
14. Image>Add borders> 1 black, 2 with your color, 1 black
After I was done, I decided I wanted the frame bluer, less grey in it, so I selected around the picture itself,
then inverted so only the frame was picked, then I went to Adjust>Hue and Saturation>Colorize
and I gave it more saturation and more toward the green-blue in hue.
You could also use the Brightness and Contrast (Adjust>Brightness and Contrast>Brightness/Contrast)
command on it, instead of colorizing, just play with the sliders till you like what you see.
You're done.  If you reduce the size, make sure you use your unsharp mask at 1-64-4.
Watermark
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save
File>Export>Jpeg optimizer - compression of 20.
