For this tutorial you will need:
Jasc or Corel Paint Shop Pro.
I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions. You may have to look around for the commands but it's likely they are there.

Preparation
Open the tubes in psp, and place the mask in your masks folder
None of the tubes are used more than once, so each can be closed after use.
1. Put foreground color on #dd9134 and background color on #efd09c,


change the foreground to gradient: Angle 45 - repeats 2 - linear
3. Open a new canvas of 650 X 450 fill with gradient using flood fill tool
4. Right click on layer palette>new raster layer - fill with background color
Layers>Load/Save Mask>Load mask from disk>find Mask 170
Check Source Luminance, Fit to Canvas, Hide all mask. Invert NOT checked


5. Layers>merge group,
Effects>Edge effects>Enhance
6. Copy tube Marif paysage (bridge) (control-C), paste as new layer (control-L) into working canvas,
and move to top right as shown; change the opacity in your layer palette to 75


7. Filters: FM Tile Tools>Blend Emboss at default
8. Activate tube: Rw-persis (horse), Image>Mirror
copy and paste on your working canvas, move its to left,
change the opacity in your layer palette to 81
9. Erase in the horse layer, everything to the right of the horse, such as the orange cloudy effect in the water,
from the waterline up to as far as the tube extends so that the water gleams gold and there is no cloudy effect on the bridge
Leave the area below the waterline untouched. See example, red outline shows where you should erase.
10. Copy tube: mr_548_Eagle, paste, move to top left corner,
Change the blend mode to Luminance (Legacy)


11. Image>Add Borders>2 symmetric with your foreground color
12. Image>Add Borders>2 symmetric with your background color
13. Image>Add Borders>2 symmetric with your foreground color
14. Image>Add Borders>25 symmetric with white,
Select with your magic wand and fill with your background color
Effect>Texture effects>Weave: 1-1-1, both colors boxes at white, fill gaps checked


15.repeat steps 11 to 13
16. Copy tube: Marijke text, paste and move to the bottom right, as shown
You're done.  If you reduce the size, make sure you use your unsharp mask at 1-64-4.
Reducing the size may be hard due to the texture effect on the frame.
I find the best way to do this is to use your zoom tool and zoom down as far as you can without losing the effect,
then hit Alt-print screen to copy it, hit control-V to paste it back into the program as a new image
and use your selection tool to cut out the picture. You can either repeat to make it smaller or sometimes
you can reduce in the normal way to make it a bit smaller.
Another way is to use your resize command, but set at about 95%, bicubic. Repeat this till you get it the size you want.
Whichever style floats your boat should work for you! LOL
Watermark
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save
File>Export>Jpeg optimizer - compression of 20.
