I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.


Filters and materials needed
Alf's Border FX, available free here
FM TileTools, available for trial or purchase here (blend emboss is one that keeps working when trial is done)
VM Toolbox>Motion Trail Wild (in my Filters Unlimited I found it in VM Stylize), available free here
Filters Unlimited 2.0, available here
Gold pattern (if you don't have any, download my small zip file of 3 gold and 2 silver patterns-simple gradients and glitter fills, download here)
1 picture of your choice. I used "Garden Daydreams" by Arleta Pech

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



1. Make your picture 350 wide or high, put your background pattern on gold,
and pick two beautiful colors from your picture, one light and one dark.
2. Image>Add Borders>2 pixels, fill with gold
(use a contrasting color in making the border, pick with magic wand, and fill with flood fill tool),
1 black, 3 your light color, 1 black, 2 filled with gold


In total this will be 5 borders
3. Image>Add Borders>15 your light color
Select with magic wand
Effects>Texture Effects>Blinds: W2 - O 60 - light from top/left checked - color light


4. Repeat blinds, but now check horizontal as well
Effects>Filters Unlimited 2.0>Buttons & frames>Glass frame 2 (not 3D Glass Frame 2):
put sliders on 64 - 64



Deselect
5. Image>Add Borders>2 filled with gold, 1 black, 3 your color, 1 black, 2 filled with gold
6. Image>Add Borders>25 your color,
Select with magic wand
put your color palette to gradient: Angle 45 - Repeats 7 - linear,


fill your border with the gradient
7. Effects>VM tool box>Motion Trail Wild (in my Filters Unlimited,
it was in a folder called VM Stylize) with the default settings,



keep selected
8. Effects>FM Tile Tools>Blend Emboss at default settings
-1, -1, .250, 64, last three at .938




Effects>Filters Unlimited 2.0>Buttons & frames>Glass frame 2: put sliders on 64 - 100

Deselect
9. Image>Add Borders>2 filled with gold, 1 black, 3 your color, 1 black, 2 filled with gold
10. Image>Add Borders>30 your color
Select with magic wand
Effects>Alf's Border FX>Mirror Bevel: 128 - 64 (default)


Image>Mirror

Deselect
11. Select your outer edge with magic wand
*note: maybe because of the colors I picked but the magic wand would not stop selecting partially inside the frame,
so I used my Freehand selection tool set at point to point to select the pink area.
Effects>Texture Effects>Blinds: W 2 - O 60 - light from top/left checked - color light
12. Repeat blinds, but now check horizontal as well
Effects>Filters Unlimited 2.0>Buttons & frames>Glass frame 2: put sliders on 64 - 100
13. Image>Add Borders>1 pixel black
You're done.  If you reduce the size, make sure you use your unsharp mask at 1-64-4.
Watermark
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save
File>Export>Jpeg optimizer - compression of 20.
