I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

FM Tile Tools>Blend Emboss, available here, trial version-Blend Emboss is one of 7 that keeps working after trial ends

Supplies in zip file here for older versions if the other ones don't work for you. These are in psd format.
I'm not sure that all of the psd files will work, as I had to convert pspselections
and a pspframe so I'm not sure how well they'll do in the conversion.
The tubes and brushes will work for sure.

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



Preparation
Open your tubes, duplicate them (shift-D) and close the originals.
I always open all of my tubes and close them as I use them
The landscape and the flower tubes are used twice.
I also open the pspbrush files and use them by making a brush from a custom selection
(I often have trouble with brushes not showing up).
If not using the brushes like I do, put the brushtips and matching pspscripts into your brushes folder. Put the selection into the selections folder and put the "silverbeans"
into your pattern folder or open it into psp and use it from there.
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open if you would like to do this.
1. Open a new transparent image of 575 x 450 pixels.
2. Using your bucket tool, fill with a gradient formed by the colors
#efeee5 (foreground) (very pale pink), and #c7b195 (background) (light dusty rose)

and the following settings: Foreground-background, angle 45, repeats 3, invert not checked, linear


3. Effects>Penta>Color dot, settings:
90-6-255-255-255 (all is default except changing distance to 6)


4. Effects>FM Tile Tools>Blend Emboss, default settings x2 times.
Settings: -1, 0-1, .250, 64, last three at .938


5. New raster layer.
Selections>Load/Save selection>Load selection from disc.
Look for the provided selection “beige_mdaisy”
Settings: Source luminance checked, replace selection checked




Fill with the gradient. Keep selected.
6. Effects>Texture Effects>Fine Leather, with the following settings:
Color #4c483e, angle 235-50-252-21-4


7. New raster layer. Copy (control-C) the “PatryMists_06_Cityscape_20” (landscape) and Edit>Paste>Paste into selection. Keep selected.

Layer palette, blend mode of layer: Luminance (Legacy). Opacity: 55%.


Effects>Edge Effects>Enhance


Keep selected.
8. Highlight layer 2, the one of the selection with the gradient.
Selections>Modify>Select Selection borders
Settings: Inside checked-Anti-Alias checked, border width 2

You'll see a 2 pixel border around each rectangular "window" in your tag.
9. In Materials, pick pattern for foreground and look
for the pattern “silverbeans”, angle 0, scale 100, and fill the border.



 Deselect.
10. Now activate the landscape layer.
Copy tube “IDI [Mist] Face10@18 [1] .5.6” (woman), paste as new layer.
Move up and left as shown. Her forehead just clears the house to the right and the flower
on the side of her face just goes a bit higher than the "silverbeans" filled border.
Layer palette>Opacity: 77%
11. Copy tube “PatryMists_06_Flowers_162” (flowers). Paste as new layer.
Move to the left and far down as shown.
You won't be able to see the centre any more, just the petals going up. Opacity: 44%.
Duplicate this layer.
Move the flowers to the right and far down as shown.
Again you can't see the centre, just a few petals going to the left.
12. Layers>Merge visible. Put aside for now.
13. Activate the landscape tube again.
Duplicate if you're using the original and close the original.
Remove watermark layer. 
14. With the select tool make a square of 360 x 360.
Guide yourself by the data that appear in the status bar at the bottom of the screen.


Now move it (you can move the selection by right clicking in the selection and moving it)
until you find the part that you want to select of the landscape to make a small tag.
Apply or double click.  Image>Crop to selection.
15. New raster layer. Fill with the gradient that we used at the beginning.

Send this layer underneath the landscape (Layers>Arrange>Send to bottom
or just drag it down in the layer palette).
16. Highlight top layer. Image>Picture Frame. Look for and apply the KelsFrame12 frame, settings:
Frame canvas checked, Frame outside of the image checked.


17. Effects>3D Effects>Chisel, settings:
Size 2, transparent checked, color #404040 (medium grey)


18. Layers>Merge all. Image>Resize: 230 pixels wide.
19. Adjust>Sharpness-Sharpen.
20. Again activate the flowers tube. Repeat steps 14 to 19, to get the other small tag:
Select area 360X360, crop, new raster layer, fill with gradient, highlight top layer, apply picture frame, apply chisel, sharpen, resize to 230 wide. 
21. Return to your primary canvas. Image>Resize Canvas: 800 x 800 pixels.
The placement of the image is above and to the center so click the arrow pointing up only,
lock aspect ratio not checked, top should be 0, bottom 350, left 112, right 113.


22. Move the image just a little bit downwards to be able to apply a drop shadow,
Settings: black: 2/2/80/5 and then repeat with -2, -2


23. Copy (control-C) and paste as new layers (control-L) the two small tags.
The landscape first and then the flower. Apply shadow like in the previous step
but H&V are 1 and 1 and then repeat with -1, -1.
Rotate the flower 15º to the left, no boxes checked, and the
landscape 15º to the right, and place as shown in tag.
24. Activate “Image24 [1]” (stitches).
Image>Resize: 85% bicubic 10 times.


Apply the first time and repeat with keys Control-+. It should end up 25X37. Adjust>Sharpness>Sharpen 3 times.
Copy and paste as new layer on one of the tags, giving the impression that it is sewn to the larger image. Duplicate the stitch layer to recover the sharpness that is lost in the change of size.
Merge the two stitch layers by clicking on the top one and right click and Merge down.
Duplicate this layer and place on the other tag, as shown
I (Ellie) enhanced the stitches by adding a drop shadow of 1-1-70-1-black. This is optional.
25. Once you have everything in its place and it's looking good to you, Layers>Merge all.
If you want to retain it on a transparent background, merge visible instead.
26. Crop the edges. Leave a little extra room at the right side for the words. See the finished tag.
27. Resize if you like. Adjust sharpness if needed,
or go to Adjust>Sharpness>Unsharp Mask and set at 1-64-4.
28. Open “textobeige”, copy (control-C) and paste as new layer (control-L).
Resize if necessary.
Font used to make this tube is InstantTunes and it's in the zip file
if you want to use it for something else.
29. Apply in black the provided brushes, below the text, each one in a new layer.
The effect that these brushes have is that they look like they're mirroring each other.
Apply "I'm still here" first, then apply the other one and mirror it (Image>Mirror)
then apply the middle heart line. Between each application, create a new raster layer
so they are all on a separate layer. Arrange them as shown.

If you can't use the brushes, they are available in the zip file as a psp file.
Just select each part out with your selection tool and paste them as new layers.
If you resize
Use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Watermark
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save
You can either save as a jpg on the white background or save it as a gif on a transparent background.
When you save as a gif, make sure you use the option to match the color of the background
so you don't get jagged edges.
File>Export>Gif optimizer.
In the tabbed window called transparency, click on "Existing image or layer transparency" and
"Areas that match this color" and put the color of your background there.
If you want it to match more backgrounds, pick a medium grey,
but it won't match as well as using the right color there.

To save as a jpg go to File>Export>Jpeg optimizer - compression of 20.
