For this tutorial you will need:
Corel PSP (or a Jasc previous version)
I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.


Filters and materials needed

FM Tile Tools /
Blend Emboss
Virtual Photographer
Video Rave / Picture Chopper (part of Harry's Filters)

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
My filter windows may look different from yours as I use Filters Unlimited 2 to manage my filters.

Put the pspbrush and pspscript into your brush folder (for PSP 7 there is a tube of the brush tip).
Put the filters in your plugin folder - Put the 2020 mask in your mask folder
Open up your images and your tubes. Duplicate the originals, close them
and minimize the duplicates. They are not needed yet.
1. Open a new transparent image 640X480 pixels
2. Make foreground color #b6b9bd and background color #798287
Change foreground to gradient, set at angle 45, repeat 3, linear.
With your bucket tool, fill your canvas with the gradient.
3.Effects>Mura's Meister>Cloud, settings at default
Light, FG and BG checked
100-100-3 and the rest at 0, blend mode, source base not checked
4. Layers>Duplicate.
Effects>Mura's Meister>Tone, settings at default
300-50-10-45-0-0 Thru BG/FG checked, FG color grey #b6b9bd
Set blend mode to screen, layer opacity to 40%,

Effects>FM Tile Tools>Blend Emboss, default settings
5. Selections>Select All. Layers>New raster Layer.
Open and copy tube “SS_Art14” (Landscape). Back to working canvas and edit>paste into selection.
Deselect. Blend mode of hard light, opacity of 70%
6. Apply 20-20 mask to the 2 Henri Peters pictures, Lady Dragonfly and Seven Seas

For each, go to Layers>Load-Save Mask>Load mask from disk, fit to canvas, hide all mask,
source luminance all checked and invert transparency not checked.
A window will come up saying must promote to full layer, say ok to that.
Once masked, right click on layer palette and click on merge group
Your two pictures will now be a misted image in the centre of the canvases.
7. Copy and paste as a new layer, your now misted image: “lady_dragonfly_c”.
Image>Mirror. Move to the right and place as shown. Opacity of 70%
8. Copy and paste as a new layer, your now misted image: “seven_seas_c”.
Move to the left as shown, Opacity of 70%
9. Copy and paste as a new layer, the image “Animal03” (horse).
Move a little towards the left and place between the two previous images.
Your layer palette should now look like this (I named the layers, yours will probably say raster 1, 2, 3, etc)
10. Hide the two bottom layers by clicking on the eye for each and merge visible.
11. On the merged layer, go to Effects>FM Tile Tools>Blend Emboss at default settings.
12. Layer>Duplicate. Blend mode: burn , opacity of 30%. Turn bottom layers back on.
It should look like this now.
13. Layer palette, right click, merge all.
14 Effects>Optik Verve Labs>Virtual Photographer, preset Radiant, leave at default
Film #1, on/off checked, original checked, film speed of 25, effect set to soft, b/w not checked.
Click process to finish.
Copy.
15. Image>Add borders, symmetrical NOT checked, top, left and right at 30, bottom at 70, white
16. With Magic Wand set to tolerance and soft edge of 0, select this border.
Paste into selection the image you copied earlier. Adjust>Blur>Gaussian Blur-radius of 15
Keep selected.
17. Effects>Video Rave>Picture chopper, default settings of 229-229-13
Keep selected.
18. Effects>Texture Effects>Weave set to 2-2-12 both color settings set to grey #c0c0c0, fill gaps checked.
Effects>FM Tile Tools>Blend Emboss, default settings.
Keep selected.
19. Selections>Invert. Effects>3D effects: Cutout. Settings: v and H of 2, opacity of 70, blur of 5,
color of 404040 (dark grey), interior color not checked.
Repeat with -2 and -2. Deselect.
20. Add borders, symmetrical 2 pixels white, repeat with 1 pixel black, then 2 pixels contrasting color.
select this last border with your magic wand, and fill with the pattern "silver" provided in the supplies.
21. Open and copy tube "flores". Back to working canvas, paste as new layer.
Place to the right on the frame as shown.. Effects>FM Tile Tools>Blend Emboss at default settings.
22. Open and copy tube "freedomtext". Return to your canvas and paste as new layer. Place as shown.
23. Activate the background layer, add new raster layer.
Click on your brush tool, use color #798287 and pick the brush “"08Touchstone027",
(in PSP XI, there are either thumbnails or text, not both, unfortunately.
I found it easiest to change it to text to find the right brush. You can also
find it by hovering over each brush in turn, but this takes much longer)
click on canvas once, just inside the white edge of the tag (you can move with your move tool to place it).
Use the zoom tool to see what you're doing if you need to. Right click on layer in palette and duplicate layer. Image>Mirror. Duplicate that layer. Place in center. (this brush mark is also included as a psp file if you don't want to use the brush, it's called pincelparafreedom.pspimage (or .psp for older version users).
Make sure to pull the brush layers under the freedom text layer and the flora layer if they are not,
and make sure they are placed with a small gap between the three brush marks. (Compare with the finished tag)
24. Resize tag if needed.
Use unsharp mask (Adjust>Sharpen>Unsharp Mask) if needed after resizing
(merge all layers first if you do). Set unsharp mask at 1/64/4.
25. IMPORTANT: in new layer, with a small, legible font place the copyright to the artist:
©Henri Peter - www.henripeter.com. I've included the copyright file in psp format for you to use if you like.
(copyright symbol is Alt-0169, hold down the alt key and type 0169 in the number pad while
holding it down. When you let go of the Alt key, the copyright symbol will appear
Note: not all fonts include the copyright symbol. If it's not showing up, that's probably why).
26. In new raster layer, place watermark.
Merge all, File>Export>Jpeg Optimizer. Set to value of 20.
