I've done this tutorial in PSP 9 and PSP XI.

I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



I like to open all of my tubes at once and close as I use them.
The jpg "wolkenlucht" is used twice, the rest of the tubes once.
Save my tag at the top of the page to your hard drive,
and keep it open while working for reference, I find this helps a lot.
1. Open a transparent canvas 640 x 480 pixels. Select all (Control-A).
Copy (control-C) the image “wolkenlucht”.
Return to your working canvas and paste into selection (Control-Shift-L). Deselect.
2. Copy (Control-C) “~Misted_Valencia_RM”.
Return to your working canvas and paste as a new layer (Control-L).
Move to the left as shown. Left door is half off the picture, doorstep at bottom left.
3. Right click in layer palette and duplicate the layer. Image>Mirror. Move to the right as shown.
4. Copy “@SB@-Relaxing”. Return to your working canvas and paste as a new layer.
Place in the middle of the two previous images, as shown.
Bottom pillow corner touching bottom edge.
5. Copy “DaisyWeb_Marrocco_PalmView”.
Return to your working canvas and paste as a new layer.
Image>Resize: 85%. Resize all layers not checked.


Place above and to the right, as shown.
6. Copy “DaisyWeb_Marrocco_TropicGetaway”.
Return to your working canvas and paste as a new layer. Image>Mirror.
Place to the upper left, as shown. The tree trunk should be completely off the edge
and the tree's fringy stuff just visible at the top left.
7. Right click in layer palette, Merge Visible.
Effects>The Plugin Site>Harry’s Filter 3,0
Settings: Group: Nature - FX: Polar Lights
255-255-255-152-23-186-235-84-0-255-Normal, Auto f/s, Medium


8. Image>Canvas Size: 865 x 551 pixels.


The image is in the center, later it will be in a better position
9. New raster layer. Select all (control-A). Copy the image “wolkenlucht” again.
Return to your working canvas and Edit>paste into selection. Deselect.
It will cover your picture but don't worry about that
(as long as you remembered to create a new raster layer! LOL)
10. Adjust>Blur>Gaussian Blur: 30,

Effects>Artistic Effects (in PSP 9 it's Art Media Effects)>Brush Strokes
Settings: 19-61-9-29-20-50-102-white


11. Duplicate the layer. Image>Mirror. Opacity: 50%


12. Merge down. This will merge the two cloud layers together.
Do not merge visible or merge all!

Effects>Adjust - Variations.
On the right side, top of the column, you will see "Lighter" Click 2 times on it.


In layer palette, pull to the bottom. You will now see your tag picture again.
13. Activate the top layer. Move the image until approximately 30 pixels from the left and top edges.


14. Copy “DaisyWeb_Marrocco_FiveO'Clock”.
Return to your working canvas and paste as a new layer.
Locate to the right, position as shown.
15. Effects>FM Tile Tools>Blend Emboss at default.
-1.000, -1.000, .250, 64, last three at .938, edge wrap checked


Blend mode: soft light.

FM Tile Tools>Blend Emboss 2 more times at default.

16. In your layer palette, pull this layer below your main tag layer.
17. Copy “puntilla” (lace frame).
Return to your working canvas, activate the top layer and paste as a new layer.
Place so it's framing the main tag area.

Use your raster deform tool, mode Scale, to make it fit the picture.

Make it fit at left top corner, then use the bottom right bounding box
(the little red box) to pull the frame up and left (or however you need to) so it will fit.



18. Copy “pespunte” (the crossed stitch).
Return to your working canvas and paste as a new layer.
Place in the top left corner of the frame.
Duplicate 3 times and place one in each corner of the main framed tag area. See example.
19. Hide Raster 1 and Raster 2 (click on eyes). Activate any of the other layers and merge visible.
20. Turn the other layers back on. Activate the top layer and move the main tag
just a little bit to locate it equally from the top and bottom edges, if needed.
I needed to move mine down a bit.
21. Copy “dreamingtext”.
Return to your working canvas and paste as a new layer.
Place as shown.
22. Copy “DM crab” (crab).
Return to your working canvas and paste as a new layer.
Image>Resize: 85% x 4 times.
Adjust>Sharpness>Sharpen. Place as shown.
23, Blend mode: Luminance (Legacy).

Effects>3D Effects>Drop Shadow: black, 2/2/70/10.


24. Image>Add borders, symmetrical, 1 px black, then 2 px white.


25. Reduce to the desired size.
Adjust>Sharpness>Unsharp Mask: 1/64/4.
26. New raster layer to place watermark.
27. Your tag is ready!!  Watermark and save
File>Export>Jpeg optimizer - compression of 20.
