For this tutorial you will need:
Jasc or Corel Paint Shop Pro.
I've done this tutorial in PSP 9 and PSP X2.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

My plugin windows may look different from yours as I use Filters Unlimited 2 to manage my plugins - available for purchase here
Preparation
Before opening PSP, put the plugins into your plugin folder.
Now open PSP. Open your tubes in PSP, duplicate them (shift-D) and close the originals
None of the tubes are used more than once, so each can be closed after use.
1. Open a new image 550 x 450, transparency.
Change the foreground color to #FA7ECA (bright pink) and the background color to #A22073 (magenta).
2. Effects>Mura's Meister>Cloud at the default settings of: 100-100-3, the rest at 0


3. Effects>Filters Unlimited 2>Color Effects>Channel Shift, default settings of 28 - 14.




4. Layers>New raster layer
Selections>Select all (control-A)
Activate tube "vsc_LH_SWANS" and copy (control-C)
Paste into selection (Control-Shift-L).
Deselect
Set the Blend Mode on Luminance and the opacity on 50.


5. Activate tube "christmist_t011" and copy (control-C)
Paste as new layer (control-L)
Image>Mirror
Image>Resize 90%, resize all layers not checked


 Slide to the left.
Duplicate layer and Merge down - this gives this layer more depth and brightness
6. Activate your selection tool and select a rectangle on the right as shown (if you turn on your ruler View>Ruler,
you will start the selection at the 460 mark as shown, and select all the way to 550 and all the way down to the bottom)


Set your foreground color to gradient, settings: linear, angle 45, repeats 1, invert checked.


Layers>New raster layer, using bucket tool, fill with gradient
7. Effects>Filter Unlimited 2>Special Effects 1>Venetian Blinds (Vertical): default settings of 80 - 32.

Deselect

Effects>3D Effects>Drop Shadow: h&v -2, opacity 50, blur 12, black.


8. Activate tube "Fiore" and copy (control-C)
Paste as new layer (control-L)
Image>Resize 40%, resize all layers not checked.
Image>Rotate>Freely rotate 10° left, slide to right.


Effects>3D Effects>Drop Shadow: h&v 2, opacity 50, blur 5, black.
9. Activate tube "FantasyParrot_mm" and copy (control-C)
Paste as new layer (control-L)
Image>Resize 70%, resize all layers not checked,
Image>Mirror
Slide on the branch.
With your eraser tool, erase part of the claw so it seems as if the claws are resting on the branch


Repeat drop shadow as before.
10. Activate tube "AccentStarTrail" and copy (control-C)
Paste as new layer (control-L)
Image>Resize 70%, resize all layers not checked, slide to the right.
Change blend mode to luminance
Repeat drop shadow as before.


Duplicate. Image>Flip. In the layer palette, drag this layer below the parrot layer (if you haven't renamed them,
it should be raster 6) so the star trail isn't showing over top of the parrot wing


Make sure all is where you want it, then merge all
11. Image>Add borders: 1 pixel background color (dark).

Image>Add borders: 2 pixels foreground color (light).
Image>Add borders: 1 pixel background color (dark).
12. Image>Add borders: 10 pixels white, select with magic wand and fill with gradient, settings as before, but set repeats at 7.
13. Effects>Graphics Plus>Cross Shadow, settings at default but change the last two settings to 23 - 113.



Deselect
Repeat step 11 (Add borders, 1 background, 2 foreground, 1 background)

You're done!

Resizing
To resize, make sure, to retain the texture and the clarity, resize at 90% bicubic and repeat till you get close to the size you want.
At that point you can resize by pixels as usual. You will find this makes a big difference in your final result.
If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Watermark and Save
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save: File>Export>Jpeg optimizer - compression of 20.
