I am assuming you know the basics of PhotoImpact and where the tools can be located.
This is an extremely easy tutorial and can be done by beginners.
I would suggest saving the tag at the top of my tut and keeping it open while you work to refer to for placement.
I have included the word art as a separate file in case you just want to use mine instead of making your own.
Open your psd objects, duplicate (Control-D), and close the originals.
1. Open a new white canvas 650X500
2. Go to Edit>Fill>Gradient
Diagonally down arrow top left to bottom right
Click on multiple colors box to open the window

In the next window pick gradient 059

Click ok and ok. Your canvas will be filled with the gradient.

3. Effects>Blur>Gaussian blur 50%
In first window, click on Options

In next window, change to 50. Click ok then ok.

4. Copy (control-C) - paste (control-V) baby head "cutie04-Sandi",
place in centre and near the top as shown
5. Xero>Radiance, these settings: 61-76-70-255

6. Xero>Porecelain, these settings: 128-200-140-0-0-255

7. Copy and paste Teddy Bear Collection, move to bottom right, put blend on soft light

8. Copy and paste Sleepy Time Bears, move to bottom left.
In layer palette, put blend on soft light
In the layer palette, pull this layer down to below the baby head, it will end up as layer 2

9. Highlight the top layer of canvas, now copy and paste Pastel Ribbon ET.
Move up till the top dark edge is not showing
10. In layer palette, right click and duplicate layer
Click on the transform tool, Flip layer vertically,

and move down to the bottom, making sure the bottom dark edge is not showing
11. Copy and paste the "Blue Satin Bow", place upper right.
Satin bow-shadow color #626B71 (dark grey), 2-2-50-100-10, upper right

12. Copy and paste the Heart charm, move to upper left

Select none.
13. Text across bottom ribbon.
Baby Font (download it here), size 25, Bold, color #8080C0, 2D Object,

Type text and center it on ribbon.

You can also use the word art tube I've supplied instead of typing on the ribbon. You can colorize it if you like.
I have supplied "This Little Light . . ."  repeated, and also "This little light of mine, I'm gonna let it shine"
14. Expand canvas 10 pixels contrasting color, expand sides equally checked.
Pick with magic wand (make sure there is only the edge picked. I found out after 2 more steps
that it didn't pick near the bow. Move the bow out of the way if it is interfering with the selection).
Fill with the same gradient as before, with the arrow pointing diagonally down from upper left to bottom right.

Button Gallery>A28, double click and apply.

15. Expand canvas 10, fill with same gradient as before, but the arrow pointing diagonally from
bottom left to upper right. This is so you get a different color selection than the frames.
16. Same as step 14, Expand canvas 10 pixels contrasting color, expand sides equally checked.
Pick with magic wand, fill with same gradient as before, with the arrow pointing diagonally down,
from upper left to bottom right.

Button Gallery>A28, double click and apply.

17. Copy and paste 1 of each color button as new layers and place in the 4 corners.
I placed according to color of the frame. Place shadows on buttons. 1-1-70-5, color #626B71(dark grey)

18. Move the heart charm so the spiral seems to be hanging from the frame.
Click on the Paint Eraser Tool, Settings: round, size 10, transparency 0, soft edge 0.

Now erase the parts that look like they should be behind the frame. It should only take one click right on top of the spiral part you want erased, maybe a couple to clean up a bit after. Not much effort! LOL
Shadow-2-2-50-100-7 color #626B71.

Leave it selected. Click on your selection tool, click on "Select on Objects"
and select just the hanger and spiral at the top.

Go to Format>Brightness and contrast, and pick the bottom right thumbnail,
just to make just that piece a bit darker with more contrast.
19. Move the bow into place as shown, partially covering the frame.
Go to Brightness and Contrast and pick the bottom right thumbnail, Less bright and
more contrast (hover over it with your mouse and you'll see the description).

I also went to Format>Focus and picked the top right thumbnail. This is my own individual preference, it's up to you.
Your final tag will be 710X560 before resizing.
If you are not resizing, select layer 1, the background one with the baby,
go to Format>Brightness and Contrast, pick the right middle thumbnail,
then go to Format>Focus and pick the top right thumbnail.
I use this command so often that I have it as a Quick Command.
I nearly always use it after resizing or if I need a picture a bit brighter and sharper.
If you are resizing it, do this step after resizing.
If it's too late, and you've saved it sharpened, then want to resize,
just do the Brightness and Contrast step and not the Focus..

You're done! Don't forget to optimize when you save. I usually optimize at about 80.
