For this tutorial you will need:

Convolution filter-Emboss strong - available with Filters
Unlimited (see below)

I am assuming you know the basics of PhotoImpact and where
the tools can be located.

1. open tube,
duplicate, close original, pick 2 colors from the tube, one
light and one med or darker. For darker color I picked #298803,
for lighter color I picked #BFD25D
Open new canvas, 1024 X 400
Flood fill with color you want the top border to be.

2. Open the mask you
want to use, duplicate and close the original (click here for a
list of sites that have masks available. Many more available on
the web). If it is meant for a left border, rotate it 90 degrees
right. If it's too small or too large in height, at this
point resize so it's the same height as your canvas. I have
supplied the mask you can use here. This is not my mask but I
don't know the creator, if it's your mask please contact me so I
can credit you and link to your site.

3. Back to your
stationery strip, with the top layer selected in the layer
palette, go to Effects>VM Natural>Starmaker with these settings:
130-131-223-59-216-255-255-85, apply.

It should look like
this now.

4. Resize the mask to
fit the canvas, using the transform tool
set to resize. Go to Edit>Copy.

5. Make your graphic
active by clicking on it. Change colors in palette to Black and
White. Click on mask tool
.
Paste as object your mask over top of the canvas., Using the
transform tool, make sure it fits in height, if not wide enough,
to keep the aspect ratio of the decorative edge, I right click
and duplicate on it, then move that new mask layer so it matches
up along the bottom. Once it's in place, click on mask tool
again to deselect it. You will see a selection around the edges
of the mask. |

6. Make sure the
background color is now back to the chosen color, the one you
want for your stationery bg. Hit delete and the background color
will now show. Right click and invert selection.
Go to Effects>Convolution>Emboss-Strong, set at 255.
If you don't have this filter, you can try another one, such as
FM Tile Tools.

It should look like
this now.
Go to Edit>Copy

7. Open new canvas
1024 X 3000, fill with color you chose for background of stat.
Go to the Easy Palette>Special Effects Gallery>Fills and
Textures, choose Embossed 7, right click on this choice and
click on modify and apply. In the next window, change settings
to 50-10-47-20-216. (If you like, you can apply the texture of
your choice to this canvas, I used Art Texture because my
Texturizer filter suddenly stopped working in PI). Mine ended up
with an extra rim along the bottom but I liked it so left it. If
you don't want it, you would need to make sure when resizing the
mask that it goes to the very bottom and no rim is left at the
bottom.

8. You can now apply
the tube to the top border. If it needs resizing, you can do it
before you paste it down or after you paste as object going to
Adjust>Resize or you can use the transform tool set to resize
(in the toolbar, the far left setting) and hold down the shift
key while grabbing a corner handle and pulling it up and in (the
shift key makes sure it stays in proportion). Apply a shadow to
the tube (right click on tube, click on shadow, in next window,
click the shadow box, left shadow example picked, keep the
defaults of X and Y 10, Transp 50, Shadow size of 100, soft edge
of 10).

9. In Letter
Creator, in body tab, click on image, and find your saved
stationery. In the image position field where you see top, click
on center. Your picture will look like it's gone but don't
worry, now click on tile and it will reappear and stay in place
without an edge around it. Finish as usual. Don't forget to add
the footer information, font, artist name if you know it, your
logo. Save with unique name and for collection name, make your
own. If you let it go into the default My Collection it will be
lost amongst the zillions of others in there. You're done! I
cropped the bottom out of mine to make it smaller for viewing
here. It should be much longer! LOL
