This is not my tutorial, it belongs to Marynez of PSPIArtes.

For this tutorial you will need:
Corel or Jasc Paint Shop Pro.
I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

Filters and materials needed
Simple Filters
1 tube of your choice
Preparation
Open your tube, duplicate (Shift-D) and close original.
Pick two pretty colors from it for your gradient.
1.  Open a new transparent canvas 300X300.
2. Fill with gradient:
Angle = 0
Repeat = 0
Style = Linear

Radius = 30

Gap Size = 63
Width = 100
Opacity = 100
Weave Color = white

Repeat checked
7. Effects/Simple/Pizza Slice Mirror
8. Copy and paste as new layer your tube in the middle of the tile
Lower the opacity to your own taste
I went down to about 20
Resize if needed to fit the center better
Merge All
9. Effects/Image Effects/Seamless Tiling:
default with transition in 100
Pattern is ready.
You don't need to make it into a strip, you can use it as a seamless tile as well
. (Optional) Open new canvas of 1024x300. (I usually make mine 1280 wide). Fill with your pattern
(In your color palette, pick pattern, click on the color window and in the next window, right at the top, you'll see your pattern)
Watermark and save or go on to next step
. (Optional) Back to your tube. Copy and paste your tube as new layer, move to the left.
I used blend emboss on tile, filled strip, added the tube to the left, duplicated it and mirrored it
and turned opacity down to 50 on the right one. Added a shadow to the left one: 1-1-70-2 dark grey
Merge All
9. New raster layer to place watermark if using as a strip
10. Your stationery strip is ready!!  File>Export>Jpeg optimizer - compression of 20.
