This is not my tutorial, it belongs to Marynez of PSPIArtes.

For this tutorial you will need:
Jasc or Corel Paint Shop Pro.
I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

Filters and materials needed
Texturizer filter
1 tube of your choice, 20-20 mask and Surreal brush tip - in zip file
Zip file here: http://www.ellies-treasures.com/files/tuts/back-surreal-supplies-psp.zip
Preparation
Open your tube, duplicate (Shift-D) and close original.
Choose one color from it.
Put the brush in your brush folder or open the brush psp file in PSP, select all, click on your brush
and in your brush window, click on "Create brush tip from selection" as shown here and follow the instructions.)

Put the 20/20 mask in your mask folder.
Put the filter in your plugins folder.
1.  Open a new transparent canvas 300X300.
Fill your canvas with your chosen color.
2. Apply a light texture with:
Effects>Texturizer, settings: Sandstone
Scale=56%/Relief = 1/Bot Right

3. New raster layer
Make your foreground color white or another one of your choice
Pick your Brush tool, find Brush Surreal:
Size = 291
Step = 32
Density = 100
Rotation = 0
Opacity = 100

Stamp once in the middle
4. Add a new raster layer
Apply again the same brush
Image/Rotate/Free Rotate>90 degrees to the left, no boxes checked

Select layer 3.
Merge down
This will merge the top 2 layers only
Lower the opacity of the merged layer to 70% or to your taste

5. Activate your tube
Go to Layers>Load/Save Mask/Load mask from disk, find the mask 2020,
Source luminance, fit to canvas and hide all mask checked, invert transparency not checked.

Load. Delete layer. Allow it to merge with layer below it when it asks.
If you use a misted tube, you can probably skip this step.
Edit/Copy (control-C)
Minimize.
6.  Edit/Paste as a new layer (control-L)
Place in the center of the canvas

Lower the opacity to 36% or to your taste
I reduced my yellow rose tube to 40%
Merge All
7. Effects/Image Effects/Seamless Tiling:
default with transition in 100

Pattern is ready. You can use this as a background tile or go on to the next step to make a stationery strip.
. 8. Open new canvas of 1024x300. (I usually make mine 1280 wide). Fill with your pattern
(In your color palette, pick pattern, click on the color window and in the next window, right at the top, you'll see your pattern)
9. Activate your tube again, copy and paste as new layer, place to the left.
10. New raster layer to place watermark. Merge all.
11. Your stationery strip is ready!!  File>Export>Jpeg optimizer - compression of 20.
