Font (supplied): Sweet Janet
Word Art (supplied, I used font OoohBabyROB for it)

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
This is an extremely easy tutorial and can be done by beginners.

Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.

I would suggest saving the tag at the top of my tut and keeping it open while you work to refer to for positionment or drag the one above.
Open your tubes, duplicate (Shift-D), and close the originals. Open your masks in PSP. Open the font if you don't want to install it.
Let's Start
New canvas 650X650. Fill background layer with white.

Mask layer
New raster layer, select all, copy paper 15, paste into selection, deselect
Adjust>Hue & Saturation>Colorize: 151/245; Adjust>Brightness & Contrast>Brightness/Contrast: -50/0
Layer>New Mask Layer from Image, apply mask and merge group. Resize layer 107%.
New raster layer, fill with black, apply same mask, merge group, resize 95%.

Copy paste your tube, mirror, I resized mine 90% 2X.

Add Elements (resize, copy, paste as new layer, position)
Chalk board, resize 75%, copy, paste, rotate 20° right, position
Swirl doodle, resize 75%, position lower right, duplicate, flip, position upper left
Word Art 3, resize 75% 2X, position on blackboard
School, resize 50% then 75%, position
School bus, resize 50% then 75% 2X, position
Pen, resize 50% 2X, rotate right 45°, position
Notebook, resize 50%, rotate left 20°, position
Bow, resize 50% 2X, position

Unsharp mask of 2/60/4 where sharpening needed

Add drop shadows
Tube, chalk board, notebook: 3/3/50/5/black
Pen, pencil, bow, school, school bus, swirl doodles: 2/2/50/4/black
No shadow on word art

Name: Sweet Janet, size 48, no stroke, background color black, rotate left 20°, position, no shadow

 Resize: If you want to resize, do so before adding credits and watermarks.

 Save as jpg or delete white background layer and save as transparent png.

Webpage Design Information
The lacy webpage background was made in PhotoImpact with a tutorial by Deb DeHaven
Sadly, she passed away and her site is gone.
The font I used for all of the text on the buttons is BrockScript
The font I used for the "Tropical Treat" tutorial header is KatTailBoldHMK.
Click on the font names to download the fonts.
I use PhotoImpact to make all of my headers due to the amazing
3D text it has and the wonderful presets available free online
Most of the presets I use are either the ones that come with PhotoImpact, usually the Gel ones,
or from Deb's PI Tutorials and More (see below) or
Carol Oyl's site
