I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
This is an extremely easy tutorial and can be done by beginners.

Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.

I would suggest saving the tag at the top of my tut and keeping it open while you work to refer to for placement or drag the one above.
Open your tubes, duplicate (Shift-D), and close the originals. Open your masks in PSP. Open the font(s) if you don't want to install it.
Let's Start
Open template, duplicate and close original, delete the credits,
Fill bottom layer, raster 1, with white so you can see what you're doing better

Masked background: Add new layer, select all, open paper 10, copy, paste into selection.
Apply mask 75, merge group. Resize 115%.

I usually paste my tube now so I can match the colors better, you can do it now or later.
I colorized my layers to match my tube (Adjust>Hue & Saturation>colorize), if you don’t use the same tube you’ll need to adjust

Highlight star layer, colorize: 147/255 for a bright blue
Select all, float, defloat, highlight star white layer, hit delete. Select none.
Still on star white layer, Effects>3D Effects>Inner bevel: bevel 12/5/40/37/-72/7/white/198/86/88


Highlight 3 rectangles layer, Adjust>brightness and contrast: 70/-16. Select all, float, defloat.
Select 3 rectangles white layer, hit delete. In layer palette, pull up one layer so it’s above 3 rectangles layer.
Still on white rectangles layer, Adjust>Color Balance>manual color correction: source color white, preset target color>pure colors>BlueRed,
preserve lightness and preserve saturation both unchecked. Then colorize: 230/255
Drop shadow: 2/2/50/7/black

Highlight circle layer, select all, float, defloat. Copy paper 10 again. Brightness and contrast: -41/28
Paste into selection. Deselect. Keep paper 10 open.
Brightness and contrast: -41/28

Highlight white circle layer, apply same inner bevel as before.

Highlight Summer layer, select all, float, defloat, in material palette, pick pattern, find paper 10, settings: angle 0, scale 25%, fill letters.
Unsharp mask: 2/40/4. Leave selected.

Highlight Summer white layer, hit delete. Deselect. Pull this layer over summer layer in the layer palette. Drop shadow: 2/2/50/7/black
Do the same steps with the Feelin Like layers, but change the drop shadow to 2/2/50/4/black
Leave your brightened paper 10 open.

Add  your tube if  you haven’t yet.

Now add your elements. Resize, position, sharpen or unsharp mask all after resizing (2/40/4), drop shadow.
I used:
Deco flower 3, resized 50%, then 65%, put in left frame.
Deco flower 2, resized 50%, then 65%, put in middle frame.
Deco flower 4, resized 50%, then 65%, put in right frame.
Turtle 4, resized 50%, then 65%, put bottom right
Butterfly 3, resized 50% 2X, place on left frame
Butterfly 4, resized 50% 2X, then 80%, place on S of Summer, duplicate, mirror, place on corner of right frame
Butterfly 2, resized 50% 2X, then 85%, mirror, place on m of Summer
Sweet Bow 1, resize 50%, then 85%, colorize: 230/215; place at top of star
Glitter splat 3, crop as shown, copy, paste below mask layer and move to lower right, duplicate, mirror, flip.

Drop shadow all, Drop shadows used: tube, star white and circle white: 3/3/50/7/black
The elements: 2/2/50/5/black; Butterflies: 2/2/50/5/black

 If you want to resize, do it now. I resized mine to 650X557. All layers checked.
After resizing I unsharp masked all that needed it: 2/40/4

Add your name and credits.
Name: Shifty Chica, size 110, no stroke, bold, background: pattern, angle 0, scale 50%, same paper 10 you brightened,
type text, convert to raster, select all, float, defloat, new layer, expand by 2, fill with white, pull below patterned text layer,
back up to patterned text layer, merge down, free rotate 20 degrees left, unsharp mask of 6/100/6, shadow 2/2/50/5/black

Save as jpg or delete white background layer and save as transparent png.

Webpage Design Information
The lacy webpage background was made in PhotoImpact with a tutorial by Deb DeHaven
Sadly, she passed away and her site is gone.
The font I used for all of the text on the buttons is BrockScript
The font I used for the "Feelin' Like Summer" tutorial header is Shifty Chica.
Click on the font names to download the fonts.
I use PhotoImpact to make all of my headers due to the amazing
3D text it has and the wonderful presets available free online
Most of the presets I use are either the ones that come with PhotoImpact, usually the Gel ones,
or from Deb's PI Tutorials and More (see below) or
Carol Oyl's site
