For this tutorial you will need:
PSP: I've done this tutorial in PSP 9 and PSP XI. I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.
Filters and materials needed
Gradient, available here as jpg, right click and save, here as PSP8 gradient,
or PSP7 users can use the gold foil bitmap

Filters: No outside filters are needed

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
This is an extremely easy tutorial and can be done by beginners.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.

Drag the picture just above with you as you work so it's handy for reference.
Open your image, duplicate (Shift-D), and close the original.
1. Select graphic, shift-D to duplicate, close original. Resize if too large. Sharpen once if you resize.
Open gradient, duplicate, close original, minimize. In color panel, select the gradient pattern for the foreground.
2a.  Add borders, symmetrical, 5 pixels, white, select with magic wand.
Select gradient in color panel, use fill tool to fill
2b.  Effects>3D Effects>Inner bevel, metallic preset, which is these settings: Bevel style 1/1/10/5/0/80/white/315/25/40



deselect 
3. Add borders, symmetrical, 10 pixels, white, select with magic wand
Fill with same gradient, deselect
4. Repeat step 2: Add borders, symmetrical, 5 pixels, white, select with magic wand.
Select gradient in color panel, use fill tool to fill
Effects>3D Effects>Inner bevel, metallic preset, deselect.
5. Add borders, symmetrical, 25 pixels, white
Fill with gradient as above
Effects>Texture Effects>Mosaic Glass> default of 50-50-50-0-2-50-Symmetric
Repeat this 3 more times, 4 times in total


    
6. Repeat step 2: Add borders, symmetrical, 5 pixels, white, select with magic wand.
Select gradient in color panel, use fill tool to fill
Effects>3D Effects>Inner bevel, metallic preset, deselect.
7. Repeat step 5: Add borders, symmetrical, 25 pixels, white
Fill with gradient as above
Effects>Texture Effects>Mosaic Glass> default of 50-50-50-0-2-50-Symmetric
Repeat this 3 more times, 4 times in total
8. Repeat step 2: Add borders, symmetrical, 5 pixels, white, select with magic wand.
Select gradient in color panel, use fill tool to fill.
Effects>3D Effects>Inner bevel, metallic preset, deselect.
Then step 3: Add borders, symmetrical, 10 pixels, white, select with magic wand
Fill with same gradient, deselect
Then step 2 again

You're done except for adding the corners.
9. Open corner of choice. Copy and paste onto your frame.
To resize the corner, go to Image>Resize>Scale
Drag on the handles to make smaller or bigger. Once you resize, Sharpen or use Unsharp Mask at 1/60/4.

With your first corner, position to your liking in top left corner after resizing and sharpening (if desired),
once it is to your satisfaction, go to layer palette, duplicate, Image>Mirror, layer>duplicate,
Image>Flip, layer>duplicate, Image>Mirror. This will position your corners exactly right in each corner.
You can of course use your tube tool, but I prefer to open them and use them in this way.

The corners I chose were too bright for the frame, so after I placed the first one,
I sharpened it, then I went to Adjust>Brightness and Contrast>Brightness/Contrast, and
I turned the brightness down to -24, I left the contrast at 0.
If you want a shadow on each corner, I prefer to do that after each one is in place.
If you do it first and then duplicate and flip, mirror, etc, the shadow will be in the wrong spot.
Corners take a small dark shadow usually, so maybe 1/1/80/2/black
You're done! Don't forget to optimize (File>Export>Jpeg Optimizer). I usually optimize at about 10.
Lately I've been saving more files as png files as the quality is so much better. The file size is bigger though.
