I am assuming you know the basics of Paint Shop Pro and where
the tools can be located.

1. Either install the
Pipeline font or open it by double clicking on it, and minimize,
that window before you run Paint Shop Pro
2 Open canvas 700X100, color of your choice, black works well
with this. Right click on background in layer palette and create
new raster layer.
With font size set at 48 and bold, floating, in soft color of
your choice, type in some words (font can't be bright as the
next layer will need a bright shade of the same color. You may
have to play with canvas size and font size a bit, it all
depends on how large you want the sign and what text you put on
it. In your layer palette, you will see a layer called floating
selection. Right click on that layer and click on Defloat.

2. Right click and
duplicate this layer
Click on eye in layer palette of the original text layer
With the duplicate text layer the active layer, go to blend mode
to the right where it says normal, change it to hard light.

3. Do not merge. Now save one copy
as a gif with the eye of the original text layer on and save it
again as a gif with
the raster 1 layer eye off, name the one with one eye off dark and the other one light, to
keep it easy for you. To save as a gif, go to File>Export>Gif
Optimizer.

4. Open Animation
shop, go to File>Animation Wizard. In first window, click on
"Same size as the first animation frame", click next.
Next window, click on "opaque" and pick same color as your
background, click next.
Next window, pick upper left corner, with the canvas color, and
scale frames to fit, click next.
Next window pick yes, repeat animation indefinitely, and for how
long, pick 40, click next.
In the next window, click on add image, and browse to where you
have saved your images, click on the brighter one first, then
click on add image and click on the soft one. They will now both
be listed in this window. Click next.
Click finish in the next window.

5. When the main
window opens, you will see your two frames, side by side. Go up
to View>Animation and a new window will open showing you your
animated file.
If you are happy with it, go to File>Optimization Wizard.
In the first window, check "animated gif file" and "create a new
animation from the optimized animation". click next.
In the next window, slide the slider to the top for better image
quality, click next. You will see a progress window, click next,
then you will see your preview window, click next; a results
window will show up next, click on finish.
Go to File>Save As, and save as a gif.
