For this tutorial you will need:
Jasc Paint Shop Pro - available for purchase
here
This was done in PSP 9, but can be done in versions 7 & 8 also
If you use version 7 you will need a third party filter for
seamless effects, such as 20-20, available free
here
No outside filters needed for this tutorial
I am assuming you know the basics of PSP and where the
tools can be located.

1.
Open tube, duplicate, close original, resize to abt 300-350
pixels at longest edge; |

2. Using eyedropper,
pick 3 colors from it, one light, one med, for gradient, and one
dark for bg. I used Light: fbd0d0; med: f37979; dark: 356235
Make your foreground color a gradient using
foreground-background, angle 90, repeats 1, first style |

3. Open new canvas,
1280 X 25-30 pixels higher than your tube.
Flood fill it with the gradient |

4. Go to
Effects>Distortion Effects>Spiky Halo (in PSP 7 it's at
Effects>Geometric Effects). Use these settings:
Horizontal -100, Vertical 19.00, Amplitude 50, Frequency 20, Radius
1, color the dark color you chose from your tube. Apply. The
color in this screenshot looks black but it's actually a very
dark green.

5. Go to
Effects>Image Effects>Seamless tiling, these settings:
Edge, Vertical, Width and transition both at 100%.

6. Go to your tube,
copy, paste onto your strip as new layer.

7. Apply dropshadow,
settings: 10-10-50-5.0-black (or whatever suits you).
Watermark, save as jpg. Done! |

To assemble it in
Letter Creator, in the body tab, click on Image and browse to
where you have this image and select, now click on Tile. Change
the left margin so it clears the left border graphic, probably
between 300-400 pixels, you don't want it larger than that or
there will be no room for text. Change the top margin to about
20 pixels. Leave the right margin alone. Don't forget to add
your information in the footer tab and to save it with a unique
name and change the collection name to anything other than my
collection or it will sit in there with a zillion other ones. I
