Filters Unlimited 2 (to make textures in color fills, use PSP Texture filter if you want)
Eye Candy 4000 Gradient Glow (or any other gradient glow you have)

Note
: * to fill each layer, select all, float, then defloat
(Control A, then Control-F, then Control-Shift-F, very quick)

* all elements are pasted as a new layer (Control-L)

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
This is an extremely easy tutorial and can be done by beginners.

Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           




You can also drag this example with you
I would suggest saving the tag at the top of my tut and keeping it open while you work to refer to for placement or drag the one above.
Open your tubes, duplicate (Shift-D), and close the originals. Open your masks in PSP. Open the font(s) if you don't want to install it.
Let's Start
Open template, duplicate (shift-D), close original.
Resize width to 600, lock aspect ratio checked, all layers checked
Fill background layer with white

I usually paste my tube now so I can match the colors better, you can do it now or later.
I colorized my layers to match my tube, if you don't use the same tube you'll need to adjust

Select black circle layer, Select all, Float, Defloat, open paper 11, paste into selection
Deselect, drop shadow of 0/0/100/15/black

Select layer blank background, new layer, select all, paste same paper (paper 11) into selection
With selection tool set to rectangle, feather 30, anti-alias checked, select around the canvas as shown

Invert, delete, deselect, resize layer by 110%, all layers not checked

Pick a pretty color from tube. Select heart gradient fill layer, select all, float, defloat, fill heart with the color
I picked color #c50e36, a bright pink
Effects>Filters Unlimited 2>ICNet>Paper Textures>Japanese paper at default of 84/87; deselect.
Resize 105%, all layers not checked

Select Heart frame layer, select all, float defloat, expand 1, modify>smooth>11/8/both boxes checked, fill with color #c50e36,
apply inner bevel: bevel 2/5/40/2/0/10/white/315/67/21; deselect.


Paste your tube if you haven't yet, duplicate it, mirror the duplicate, position on heart behind frame,
float and defloat heart again, invert, on duplicate tube layer, hit delete. Deselect. Reduce opacity of duplicate tube to 44.
Add drop shadow to main tube of 3/3/50/10/black

For both orange circles, select all, float, defloat, expand by 2, selections>modify>smooth 11/8, both boxes checked,
fill with slightly darker color than the heart layer, I picked #a60023
Effects>Filters Unlimited 2>ICNet>Paper Textures>Wallpaper, fine at default, select none
Drop shadow of 3/3/50/5/black
For both dotted circle layers, select all, float, defloat, fill with white, deselect,
change blend mode to luminance (L)

Select Had me a blast layer, the orange one, select all, float, defloat, expand by 1, open paper supplied by me,
Paste as new layer just above word art, position, invert selection and delete on paper layer. Deselect. Delete original layer.
Highlight layer had me a blast shadow (the black one), with move tool selected click on down arrow once to center it better
so you can see it all the way around the filled layer. On same layer, apply drop shadow of 3/3/50/5/black,
then gradient glow (Eye Candy 4000), Basic tab: 3/25/100, draw only outside selection checked; Color tab, medium preset, white
Go back to top had me a blast top layer and merge down

For both hearts and summer lovin' WA layers, select all, float, defloat, fill with blue #5ba0c2, deselect, then apply drop shadow of 3/3/50/5/black

Now add your elements. Resize, position, sharpen or unsharp mask (2/40/4), drop shadow:

rs_sunglasses1, resized 50% 3X, unsharp mask of 2/40/2, Drop Shadow same,
rs_pineapple, resized 50% 3X, Drop Shadow same
rs_palmtrees, resized 50% 2X, no Drop Shadow
rs_palm1, no resize, no Drop Shadow
rs_parrot1, resize 50% 4X, Drop Shadow 3/3/50/10/black
rs_sailboat1, resize 50% 4X, drag layer below summer lovin' layer, no Drop Shadow
rs_pelican1, resize 50% 4X, drag layer below summer lovin' layer, no Drop Shadow
rs_gull1, resize 50% 4X, drag layer below had me a blast layer, no Drop Shadow
rs_frangipani1, resize 50% 2X, 90% once, Drop Shadow 3/3/50/10/black, move onto left circle

Name: OPCitS-ScripT, size 100, no stroke, Foreground color #c50e36, convert to raster, select all, float, defloat,
new layer, expand by 2, fill with white, pull below colored text layer, go back up to colored text layer, merge down,
deselect, free rotate 20° left, sharpen, shadow 2/2/50/5/black

You're done. Save as jpg or delete white background and save as a transparent png.

This webpage background was made in PhotoImpact with a tutorial by Deb DeHaven
Sadly, she passed away and her site is gone.
