Corel Paint Shop Pro - available for purchase and trial version
here
(or Jasc previous versions)
Since I rely heavily on third party filters, this tutorial can probably be done in any version.
You may have to look around your menus for the menu commands but they will be there.

Filters and materials needed
FM Tile Tools - available free here (many of the filters are still useable after the trial period is over)
A tube, psd file, object or graphic

I use a little program called the The Image Tiler to preview my tiles to see if they're seamless.
It's license says it's free to be redistributed and all of the links I found for it are dead, so I've uploaded it.

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.

Here are some arrows you can drag and drop where you need to mark your spots.
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.

           

1. Open up the image you would like to use. Duplicate it by hitting shift-D and close the original.
Resize it if needed, so the height is no more than about 250 pixels. Crop if there is any white
(or any other color) border around the image, so the picture will flow seamlessly across the top.
Sharpen if you have resized it (Adjust>Sharpen>Sharpen or use the Unsharp Mask at 1-64-4)

2. Go to Effect>FM Tile Tools>Seamless Tile, use these settings:
both border width and stretch control set to the default of .250, vertical unchecked.


It will now look like this. Sometimes the change is hard to see,
but it is there and allows the graphic to flow seamlessly.
3. Right click on layer palette, background layer, and promote background layer.
4. Open the mask you want to use, duplicate and close the original

If it is meant for a left border, rotate it 90 degrees clockwise (Image>Rotate>Rotate Clockwise 90).
5. Resize the mask to fit the picture, using the deform tool with the mode set to scale.
If it is not high enough, go to Image>Expand Canvas and add white to the top of the mask by
changing the height in the box to the correct height, in the numbers listed at the bottom right,
make sure that all of the expansion is in the box labeled top and the bottom, left and right boxes all say 0.
Make sure the color box labeled background is white. Click ok.
6. Go to your main graphic, go to Layer>New Mask Layer>From Image, and pick your mask from the list
(your opened mask will be in the list), make sure source luminance is checked. Click ok.


7. Go to layer palette, right-click on mask layer and click on delete.
A window will come up asking if you want to merge into the layer below, click yes.




It will now look like this.
8. Open a new canvas, the width of the masked graphic X 2000 pixels height.
Choose a color from your graphic with the eyedropper tool , or pick a color you like.
Leave it the way it is or apply a texture. Paste the copied graphic to the strip and move it to the top,
making sure it is in the center. Merge all and save as jpg.

You're done! I cropped the bottom out of mine to make it smaller for viewing here. It should be much longer! LOL
Merge all, watermark and save, you're done!
