Ribbon, frames and word art by myself
Gradient "ET Pastel Baby Stripes" by myself

There is one for the working canvas, and two for the frame fills.)

I am assuming you know the basics of Photoshop/Photoshop Elements and where the tools can be located.
This is an extremely easy tutorial and can be done by beginners.
I would suggest saving the tag at the top of my tut and keeping it open while you work to refer to for placement.
I have included the frames and word art as separate files in case you just want to use mine instead of making your own.
Open your tubes, duplicate (right click on the canvas title bar and click on duplicate),
and close the originals. Put the gradient into your gradient folder.
1. Open a new white canvas 650X500
2. Create gradient canvas or use the gradient canvas I have supplied.
Go to Layer>New Fill Layer>Gradient, 1st window at default, click ok,

next window settings of Linear, angle -45, scale 100%. Click ok.

Right click in layer palette on that layer, Simplify Layer (In PS it's Rasterize layer)
3. Filter>Blur>Gaussian blur 50%
4. Copy (Control-A then Control-C) & paste as new layer (control-V) baby head "cutie04-sandi".
Place in centre and near the top as shown
5. Xero>Radiance, these settings: 61-76-70-255

6. Xero>Porecelain, these settings: 128-200-140-0-0-255

7. Copy and paste as new layer Teddy Bear Collection, move to bottom right, put blend on soft light

8. Copy and paste as new layer Sleepy Time Bears, move to bottom left.

In layer palette, put blend on soft light
In the layer palette, pull it down to below the baby head, it will end up as layer 2

9. Highlight the top layer of canvas, now copy and paste as new layer
Pastel Ribbon ET across top - move up till the top dark edge is not showing
10. In layer palette, right click and duplicate layer and Image>Rotate>Flip Layer Vertical
(in PS, it's Edit>Transform>Flip Vertical), move down until the bottom dark edge is not showing
11. Text across bottom ribbon.
Baby Font, size 24, background color #8080C0, Anti-alias on

Type text and click on the checkmark to finish it (in the text toolbar, at the right end). Center it on ribbon.

You can also use the word art tube I've supplied instead of typing on the ribbon. You can colorize it if you like.
I have supplied "This Little Light . . ."  repeated, and also "This little light of mine, I'm gonna let it shine"
Merge all (flatten)
Scroll down for the rest of the instructions if you are using my frames instead of making your own.
If you are making your own frames, continue here
12. Right click in canvas title bar>Canvas size, put 20 pixels in each box, check the relative box
(this will add 10 pixels all the way around), contrasting color.

Pick with magic wand, tolerance at 0. Layer>New Fill Layer>Gradient.
Same gradient as before. Angle of -45, scale 100%, linear.

(If you are using my gradient fill canvases instead, use "Gradient Canvas 1 for frame filler"
Open it, go to Edit>Define Pattern, then go to Layer>New Fill Layer>Pattern
Find the pattern you made and click on ok.)

Right click in layer palette, simplify layer.
Effects>Eye Candy 3.1>Inner Bevel: 15-rounded-10-70-45-45-135-45

Right click in layer palette, flatten image.
13. Add borders 10 pixels, fill with same gradient as before, except you change the angle to 45.
This is so you get a different color selection than the frames. Right click in layer palette, flatten image.

(If you are using my gradient fill canvases instead, use "Gradient Canvas 2 for frame filler"
and define pattern and fill as before.)
14.  Same as step 12, simplify layer, gradient angle changed back to -45.
Bevel and cutout as before. Right click and flatten image.
15.  Go to your buttons canvas. With your selection tool, select around one button at a time, making
sure you are in that button's layer, then copy and paste 1 of each color button and place in the 4 corners.
Place shadows on buttons.
Photoshop Elements: In Style palette>Drop Shadows>Double click on Low.

Layer>Layer Style>Style Settings: changes: size 5, distance 2, opacity 23.

Photoshop: Layer>Layer Style>Drop Shadow>settings: multiply, black, opacity 30, 120,
use global light UNCHECKED. 2-8-5, anti-aliased checked, noise 0. Repeat for each button.
*Note: I always leave global light unchecked. What it means when you check that is that every shadow you use in that graphic will change to the same shadow, even ones you have made differently before this step.

16. Copy and paste as new layer the "Blue Satin Bow", place upper right.
Photoshop Elements: In Style palette>Drop Shadows>Double click on low.
Layer>Layer Style>Style Settings: changes: color #626B71, size 2, distance 2, opacity 75.

Photoshop: Layer>Layer Style>Drop Shadow>settings: multiply, color #626B71, opacity 75, angle 120,
use global light UNCHECKED. 2-0-2, anti-aliased checked, noise 0

PSE: Enhance>Unsharp Mask.
PS: Filter>Sharpen>Unsharp Mask
settings: 70-5-5
17. Copy and paste as new layer the Heart charm, move to upper left so the spiral seems to be hanging from the frame.

Click on the eraser brush,
Settings: round, size 10, mode brush, opacity 100.
(In PS, set the hardness to 100 as well, in CS3 you click on the
drop down arrow next to the word Brush to set the size and hardness).

Now erase the parts that look like they should be behind the frame. It should only take one click right on top
of the spiral part you want erased, maybe a couple to clean up a bit after. Not much effort! LOL

Photoshop Elements: In Style palette>Drop Shadows>Double click on low.
Layer>Layer Style>Style Settings: changes: size 5, distance 5, opacity 23
Photoshop: Layer>Layer Style>Drop Shadow>settings: multiply, color #626B71, opacity 23,
angle 120, use global light UNCHECKED. 5-0-5, anti-aliased checked, noise 0

With your selection tool, select around the spiral part of the charm.

PSE: Go to Enhance>Adjust Lighting>Brightness and contrast, in PS: Image>Adjustments>Brightness and Contrast.
change settings to 14-20.

Select none.

Select layer 1, the background one,
Photoshop Elements: Go to Enhance>Adjust Lighting>Brightness and contrast,
Photoshop: Image>Adjustments>Brightness and Contrast.
change settings to 10-10.
PSE: Go to Enhance>Unsharp mask - PS: Filter>Sharpen>Unsharp Mask
and set to 50-4-1 if you're not going to resize it.
If you are, do this step after resizing.
If it's too late, and you've saved it sharpened, then use these settings 50-2-2
in the unsharp mask so it won't be over-sharpened.
Your final tag will be 710X560 before resizing.

You're done! Don't forget to optimize when you save. I usually save at about 8
ALTERNATE METHOD: USING MY SUPPLIED FRAMES
1. 1. expand canvas 60 pixels evenly with color #dbcdd5. Select with magic wand set at tolerance of 0.
Fill with the gradient but change angle to 45. Adjust>Blur>Gaussian blur, set to 45.
If you are using my gradient fill canvases instead, use
"Gradient Canvas 2 for frame filler" then apply the Gaussian blur.
2. Copy Frame 1 and paste as new layer. It should go in exactly the right place. Merge,
3. Now copy and paste as new layer Frame 2. It should fit right around the outer edge. Merge all.
4. Now carry on as in tutorial for adding buttons, bow and charm etc, starting at step 15.
It will look like the other one when done, but the frames are slightly different.
You're done! Don't forget to optimize when saving. I usually save at about 8.
