For this tutorial you will need:
Corel or Jasc PSP. I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions. You may have to look around for the commands but it's likely they are there.

FM Tile Tools>Blend Emboss; Graphics Plus>Cross Shadow; Mehdi>Melt

Preparation
I always open all of my tubes and close them as I use them
 None of the tubes are used more than once so you can close each one after using.
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open if you would like to do this.
1. Open your tubes, duplicate them (shift-D) and close the originals.
2. Open a new canvas 650 x of 500 pixels with transparent background.
3. Place your foreground color on the color #824e12 (copper) (a middle color from your tubes)
and the background at #a87438 (caramel) (slightly lighter color).
4. Fill your canvas with the foreground color.
5. Copy (control-C) the background picture "fondo_cielo_1" and paste it as new layer (control-L) into your picture.
6. Set the opacity of this layer to 50 and the blend mode on Luminance (Legacy). 
7. Effects>FM Tile Tools>Blend Emboss with default settings:
-1, -1, .250, 64, last three at .938
8. Repeat Blend Emboss
9. Copy now tube the "h8315d9p" (misted ship, side view) and paste as a new layer into your picture.
10. Move the tube with the move tool to the left edge and down a bit, so it looks
like the lower edge of the ship is on the line between water and sky, as shown.
11. Set the opacity of this level to 80.
12. Go to Adjust>Hue and saturation>Colorize, settings: 23-149
13. Copy the tube "PatryMists_Old01new" and paste it as new layer into your picture.
14. Place it a bit further to the right and down.
15. Set the opacity of this level to 90 and the blend mode on Luminance (Legacy). 
16. Effects>FM Tile Tools>Blend Emboss with default settings.
17. Layers>Merge>Merge Visible.
18. Duplicate the picture (Shift+d), minimize, we'll keep working with the original picture.
19. Image>Add borders>symmetrical border of 2 pixels in the foreground color #824e12.
20. Image>Add borders>symmetrical border of 5 pixels in the background color #a87438 (caramel).
21. Select this border with the magic wand, feather and tolerance at 0.
22. Effects>Graphics plus>Cross Shadow, default settings
50 on top 6 sliders, 128 on bottom 2
23. Deselect (control-D)
24. Image>Add borders>symmetrical border of 2 pixels in the foreground color.
25. Image>Add borders>symmetrical border of 50 pixels in the color white.
26. Select this border with the magic wand.
27. Copy the duplicate you made earlier of your picture and paste it into selection in your working canvas.
28. Effects>Mehdi>Melt with the default settings: 25-50-0
29. Effects>FM Tile Tools>Blend Emboss with default settings.
30. Effects>3D-Effects>Inner bevel, settings:
Bevel 2 - 5-5-3-1-10-315-50-30-white
31. Deselect.
32. Image>Add borders>symmetrical border of 2 pixels in the foreground color.
33. Image>Add borders>symmetrical border of 5 pixels in the background color.
34. Select this border with the magic wand.
35. Effects>Graphics plus>Cross Shadow, default settings.
36. Deselect.
37. Image>Add borders>symmetrical border of 2 pixels in the foreground color.
38. Selections>Select all (control-A)
39. Selections>Modify>Contract>68.
40. Selections>Invert. This will leave just the border selected, not the picture.
41. Effects>3D-Effects>Drop shadow and enter the following values:
Vertical: 5
Horizontal: 5
Opacity: 50
Blur: 30
Color: black
42. Repeat with -5, -5
43. Deselect
44. Copy the tube "text" and paste it as a new layer into your working canvas. Place as shown.
46. Layers>Merge>Merge all
47. If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.

Or Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.

New raster layer, watermark. Don't forget to optimize when you save. I optimize at about 20 (File>Export>Jpeg optimizer).
