For this tutorial you will need:
Jasc or Corel Paint Shop Pro. I've done this tutorial in PSP 9 and PSP X2. I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Preparation
Double click the font to open it and keep it open so it's available for use in PSP (or install it).
Put your plugins in your plugin folder or install them  if that's what's needed.
Open your tubes, duplicate them (shift-D) and close the originals.
I always open all of my tubes and close as I use them
 The tubes used more than once here are the hearts and the lilies. You can close the others after using.
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open for reference or drag the tag just above..
Step 1
Activate paper bg2, Edit>Copy (Control-C), Edit>Paste as new layer (Control-L) in the paper bg1. This will be your working canvas.

Effects>Filter Unlimited 2>Edges, Square>Square Edge 17.

Image>Resize this layer to 90%, resize all layers unchecked.


Effects>3D Effects>Drop shadow, settings:3/3/30/10/black

Repeat with H&V at -3

Image>Free rotate, 8 degrees left


Step 2
Activate paper bg3, Edit>Copy (Control-C), Edit>Paste as new layer (Control-L) in your working canvas
Effects>Filter Unlimited 2>Edges, Square>Square Edge 17.
Image>Resize this layer to 85%, resize all layers unchecked.
Effects>3D Effects>Drop shadow, settings:3/3/30/10/black
Repeat with H&V at -3
Image>Free rotate, 12 degrees right
Step 3
Activate paper bg4, Edit>Copy (Control-C), Edit>Paste as new layer (Control-L) in your working canvas
Effects>Filter Unlimited 2>Edges, Square>Square Edge 17.
Image>Resize this layer to 80%, resize all layers unchecked.
Effects>3D Effects>Drop shadow, settings:3/3/30/10/black
Repeat with H&V at -3
Image>Free rotate, 15 degrees left
Step 4
Activate paper bg5, Edit>Copy (Control-C), Edit>Paste as new layer (Control-L) in your working canvas
Effects>Filter Unlimited 2>Edges, Square>Square Edge 17.
Image>Resize this layer to 75%, resize all layers unchecked.
Effects>3D Effects>Drop shadow, settings:3/3/30/10/black
Repeat with H&V at -3
Step 5
Activate "rahmen", Edit>Copy (Control-C), Edit>Paste as new layer (Control-L) in your working canvas
Effects>3D Effects>Drop shadow, settings:3/3/30/10/black
Repeat with H&V at -3


Duplicate this layer (Layers>Duplicate or right click in layer palette and duplicate layer)
Image>Resize this layer to 97%, resize all layers unchecked.
Duplicate this layer.
Image>Resize this layer to 95%, resize all layers unchecked.
Step 6
Activate "SS_1630_Misted" (the flowers), Edit>Copy (Control-C), Edit>Paste as new layer (Control-L) in your working canvas
Image>Resize this layer to 80%, resize all layers unchecked.
Duplicate this layer
In the layer palette, slide the opacity slider of this layer to 75 and the Blend Mode to Hard Light.
Step 7
Duplicate this layer.
In the layer palette, slide the opacity slider of this layer to 50 and leave the Blend Mode on normal. Adjust>Sharpen>Sharpen.
Step 8
Activate the top layer of the rahmen (journal blocks)
Selections>Select all (or Control-A)
Selections>Float
Selections>Defloat
Selections>Modify>Contract by 40.
Leaving the selection active, highlight the top flower layer
Selections>Invert
Hit the delete key on your keyboard
With the selection still active, activate the second layer from the top
Hit the delete key on your keyboard, keep the selection active
Activate the third layer from the top
Hit the delete key on your keyboard
Deselect
Stay in this same layer, third flower layer from the top,
Effects>3D Effects>Drop shadow, settings:3/3/30/10/black
Repeat with H&V at -3
Highlight the second flower layer from the top, go to Effects>Edge Effects>Enhance
Step 9
Distribute the remaining accessories according to your choice on your picture. You can also colorize the accessories, if you like. (for the rivet, I used Adjust>Color Balance>Red/Green/Blue, moved the red to 13, the green to 10 and the blue to -22)
Give to the accessories a drop shadow to look more realistic. (I used 2-2-60-5 or 10-black, blur of 10 on the rivets, 5 on the rest)
Make sure all is where you like it.
Once satisfied, right click in layer palette and merge all (flatten)
Step 10
Image>Add Borders>6 pixels black.


Convert the background layer into a raster layer (right click in layer palette, pick promote background layer)
Effects>Filter Unlimited 2>Edges, Square>Square Edge 17.
Step 11
Add a new raster layer (Layers>New Raster Layer, or right click in layer palette to add it)
Fill this layer with the color #633d21 (medium brown).
Layers (or right click in layer palette)>Arrange>Move to bottom
Step 12
Activate the top layer.
Effects>3D Effects>Drop shadow, settings:3/3/30/10/black
Repeat with H&V at -3


Layers (or right click in layer palette)>Merge>Merge all
Step 13
Add your name or whatever you choose to the tag.
I used the font Tangerine, foreground color off, background color on white, vector, size 16, then shadow of 1-1-80-2-black
(for my name, I used font size of 36)



You're done, add your watermark, copyright info if needed, and save.
Resizing
To resize, make sure, to retain the texture and the clarity, resize at 90% bicubic and repeat till you get close to the size you want.
At that point you can resize by pixels as usual. You will find this makes a big difference in your final result.
If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Watermark
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save
File>Export>Jpeg optimizer - compression of 20.
File sizes: jpg is normally smallest, gif is a bit bigger and png is the largest file size
