I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.


Filters and materials needed
FM Tile Tools>Blend Emboss, available here (it's a trial version but blend emboss is one of the filters that keep working after the trial)

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



Preparation
I always open all of my tubes and close them as I use them
 None of the tubes are used more than once so you can close each one after using.
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open if you would like to do this.
1. Open your tubes, duplicate them (shift-D) and close the originals.
2. Open a new canvas 750 x of 550 pixels with transparent background.
3. Copy (control-C) the paper "Meadow by Gerti HG4 mohnblumen" and paste as new layer (control-L) into your working canvas.
4. Activate the paper Meadow by Gerti HG1 green. Copy the tube "ejc girlflowers mist" and paste as new layer onto it.
5. Duplicate this layer.
6. Activate the 2nd layer from the top.
7. Adjust>Blur>Gaussian blur and enter the value 10.
8. Activate the top layer.
9. Effects>FM Tile Tools>Blend Emboss with default settings:
-1, -1, .250, 64, bottom three at .938
10. Adjust>Digital Camera Noise Removal (In psp 9 it's in Adjust>Photo Fix) and enter the following settings:
Small, med and large at 50-50-50, link detail sizes checked, correction blend at 20, sharpening at 0.


11. Layers>Merge>Merge visible
12. Copy it and paste it as new layer into your main working canvas.
13. Copy the tube "Meadow by Gerti grasrahmen quadratisch" (grass frame with daisies on top) and paste it as new layer into your picture.
14. Move the frame a little to the right.
15. Image>Free Rotate (in psp 9 it's Image>Rotate>Free Rotate) - enter the following values:
Free rotate left 6 degrees, no boxes checked
16. Adjust>Sharpness>Sharpen
17. Activate your magic wand, mode add, tolerance and feather at 0, and click with it the inside the frame,
in addition also into the three places, between the frame and the internal picture, see my example:


18. Selections>Invert
19. Activate the 2nd layer from the top (the layer containing the small picture you added).
20. Click your delete key on your keyboard.
21. Deselect
22. Activate the top layer.
23. Duplicate this layer.
24. Activate the 2nd layer from the top
25. Adjust>Blur>Gaussian blur and enter the value 10.
26. Activate the too layer.
27. Layers>Merge>Merge down. This merges the two frame layers.
28. Repeat step 27. This merges the frame with the girl's picture inside.
29. Shift the small picture with the frame into the right upper corner of your picture.
30. Effects>3D-Effects>Drop shadow and enter the following values:
Vertical: 5
Horizontal: 5
Opacity: 70
Blur: 30
Color: #303b2a


31. Repeat with -5, -5
32. Copy now the paper "Meadow by Gerti HG5 gräser" and paste it as a new layer into your canvas.
33. Move the paper into the upper right corner of your canvas, right against the top and right edges.
34. Adjust>Free rotate and enter the following values: 10 degree left, no boxes checked.


If you had moved your paper right to the top and right edges when you moved it, it will be in the right spot now, no need to move.
35. Layers>Arrange>Move down
36. Activate the top layer.
37. Copy the tube "Meadow by Gerti overlay blumen" and paste as a new layer into your canvas.
38. Move to the left hand side of your picture.
39. Duplicate this layer
40. Staying in this top layer, Adjust>Blur>Gaussian blur and enter the value 10.
41. Set the blend mode of this level to multiply.
42. Duplicate this level.
43. Activate the highest level.
44. Adjust>Digital Camera Noise Removal (In psp 9 it's in Adjust>Photo Fix) and enter the following settings:
50-50-50-link details checked-50-20
45. Distribute the remaining scrap pieces according to your taste on your picture.
You can also colorize them, if you like. Give them a drop shadow to look more realistic.
46. Add text of your choice to the tag if you used it.
I used Traveller Script, size 24, foreground color off, background color #fbef87 (pale yellow)
Drop shadow on words of 1-1-70-1 black
47. Layers>Merge>Merge all
48. Image>Add borders>add a symmetrical edge of 2 pixels in the color #626c23 (dark moss green).
49. If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.

Or Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.

New raster layer, watermark. Don't forget to optimize when you save. I optimize at about 20 (File>Export>Jpeg optimizer).
