Unlimited to manage my plugins. You can purchase it
here.
I am assuming you know the basics of PhotoImpact and where
the tools can be located.

1. Open new canvas
200 X 200. Fill with color of your choice.

2. Go to Effects
(Filters)>Filters Unlimited 2>Paper Texture>ICNET-
filters>Fibrous Paper-Coarse, settings 88-128 as shown.
It should look
like this now.

3. Go to Effects
(Filters)>Simple>Quick Tile. It should look like this now. The
effect is subtle and you may not see a big difference but
without it, the tile is not perfectly seamless. You can finish
here and save as a jpg or go on to the next step.

4. Optional - to emboss for more detail,
go
to Effects (Filters)>Graphics Plus>Emboss at default setting.
It will look like
this now. Save as a jpg.
