For this tutorial you will need:

Jasc Paint Shop Pro - available for purchase here
This tutorial will work in any of these programs.

Filters and Materials needed
Simple filters - Quick Tile - available free here
VM Natural>Splash! - available free here (entire set of VM filters)

My plugin windows may look different from yours as I use Filters Unlimited 2 to manage my plugins - available for purchase here.
I am assuming you know the basics of your graphics program and where the tools can be located.

Some abbreviations I used: PSP is Paint Shop Pro, PI is PhotoImpact, PS is Photoshop, and PSE is Photoshop Elements.

Let's get started!

1. Open the graphic or tube you want to use, pick two colors, one dark and one light or bright.
Open a new canvas, 200  X 200 pixels and flood fill with the dark color.
2. Pick the paintbrush tool with settings as shown
PI: (Shape round, size 1 (or more), light or bright color of choice, Trans 0, Soft Edge 0, Preset none, line set at freehand)

PSP (shape round, size 1 (or more), Hardness, Density, Thickness, and opacity 100, Step 32, Rotation 0, blend mode normal)

PS (Round, Diameter 1 pixel, mode normal, opacity 100, flow 100)

PSE (Round, Size 1 (or more), Mode Normal, Opacity 100%
Using the brush, make some squiggles on the canvas
(you can use a solid color or a gradient, I used a gradient here)

In PS, just make the foreground color a gradient and paint with it

In PI, use the Outline Drawing Tool, in the panel, for shape pick Freehand,
mode 2D object, draw your squiggles.
Go to Edit>Fill, pick the Gradient tab and pick the gradient, click OK.
Right click and Merge All before the next step.


 
3. Go to Effects>VM Natural>Splash!, at default settings
(121, 123, 19, 17, 22)


  
4. Go to Effects>Simple>Quick Tile
  
5. You can now either save or reduce opacity for a lighter effect  (use white or a pale version of a color in the tile)
In PI go to Edit>Fill,  at 50% transparency
In PSP, right click in layer palette>new raster layer. Fill with fill tool, reduce opacity in layer to 50%
In PS or PSE: Layer>New>Layer, then use the Paint Bucket tool to fill, go to the layer palette and reduce opacity to 50%.
Save as a jpg. In PSP, optimize at 30, in PI optimize at 60, in Photoshop or PE, optimize at medium quality.
