For this tutorial you will need:
Any graphics program that allows 3rd party filters, such as the ones used here.
You can even do it in free programs that use filters, such as IrfanView.
There are instructions on their home site about adding filters to the program.


Filters and materials needed
Simple-Quick Tile, available free here

FM Tile Tools-Blend Emboss, available free here - this is commercial, but after the time limit
runs out on it, blend emboss is still one of those that work.

I use a little program called the The Image Tiler to preview my tiles to see if they're seamless. Not necessary in PI but useful in the other programs.
It's license says it's free to be redistributed and all of the links I found for it are dead, so I've uploaded it.

Some abbreviations I use: PSP is Paint Shop Pro, PI is PhotoImpact, PS is Photoshop, and PSE is Photoshop Elements.

I am assuming you know the basics of your graphics program and where the tools can be located.

This is an extremely easy tutorial and can be done by beginners.

Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



1. Choose a medium to dark color from your graphic. I used a medium green-blue #63B3C7
Resize your graphic so it's about 400 on longest side

I cropped this one as I wanted just the dolphins.
2. Go to Effect>Simple>Quick tile
3. Fill tile with white, 25 percent transparency

In PI go to Edit>Fill, transparency set at 25

In PSP, right click in layer palette>new raster layer.
Fill with fill tool and then in the layer palette, reduce opacity using the slider

In Photoshop/Photoshop Elements: Layer>New>Layer, then using the Paint Bucket tool,
fill, then go to the layer palette and reduce opacity
     
4. Effect (or Filter)>FM Tile Tools>Blend Emboss at default twice, edge wrap checked
     
5. Fill tile as you did in step 3 but this time with your chosen color.
6. Apply FM tile tools, Blend Emboss at default, once or twice until you like the effect
 
You're done! Don't forget to optimize
PSP: (File>Export>Jpeg Optimizer). I usually optimize at about 20.
PI: I usually optimize at about 80
PS and PSE: I usually save at about 8.
