I've done this tutorial in PI XL and Violette did it in PI XII
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



Preparation
Open your tubes (ufo and psd files), duplicate them (shift-D) and close the originals.
I always open all of my tubes and close as I use them
 No tubes are used more than once.
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open if you would like to do this.
1. Color palette, set foreground to color #8b9fd9 (med blue) and background color to #ffffff (white)
2. Open a new canvas 650X500 white
3. Effects>Filters Unlimited 2>Render>Clouds (Fore/background) at default settings


4. Activate your tube Alexandre Rosales1537 (scenery with water and boat)
Edit>Copy (Control-C), Edit>Paste as new layer (control-V)
Place to the left as shown. It will be pretty well in the correct spot when pasted, move it up just a bit.
Effects>Xero>Porcelain at default settings: 50-128-128-0-0-255


5. Activate the tube Alexandre Rosales1536 (boy painting bird)
Edit>Copy (Control-C), Edit>Paste as new layer (control-V)
Click on your Transform tool (or click on Q) and in the toolbar, click on Flip Horizontally


Place to the right as shown . Line up the horizon line along the sea of the other tube, paint can just touching the right edge of the canvas.


Merge mode: Hard light
Transparency of layer: 10


Effects>Xero>Porcelain at default settings

6. Activate your tube Monique 42 (the ship)
Edit>Copy (Control-C), Edit>Paste as new layer (control-V)
Place at the top right as shown
Object>Arrange>Send to back
Merge mode>Hard light
Object (or right click)>Shadow>left thumbnail, settings
10-10-50-100-10


7. Activate the tube Sorensen (mother and child)
Edit>Copy (Control-C), Edit>Paste as new layer (control-V)
Click on your Transform tool (or click on Q) and in the toolbar, click on Flip Horizontally
Format>Image Size>Selected object checked, 85% Bicubic


Place at bottom left as shown


Right click and Duplicate
Select both tube layers
Right click and Merge as single object
Effects>Xero>Porcelain at default settings
Object (or right click)>Shadow>left thumbnail, settings:
50-82-79-100-10


8. Activate the tube of the bird
Edit>Copy (Control-C), Edit>Paste as new layer (control-V)
Place in the sky as shown
Merge mode: hard light
Object (or right click)>Shadow>left thumbnail, settings:
32-181-83-100-10


9. Merge all
10. Photo (Format in PI XL)>Brightness and contrast, click on the 9th thumbnail, which will be the bottom right one,
settings: Brightness -12, contrast 12, gamma 1, thumbnail variation 12, Channel set at Master


11. Effects>Xero>Mistifier at default settings (you won't see much difference here)
12. Effects>Eye Candy 3.1>Cutout, settings: 0-18-93 (Violette said default settings but since Eye Candy doesn't reset itself to default
after use, I didn't know what they were and a 3 hour search on the net yielded me nothing,
I checked Eye Candy 4000 Cutout and found these settings there, they looked ok so I kept them!)


13. Adjust (Format in PI XL)>Expand Canvas>3 pixels color #303975
14. Adjust (Format in PI XL)>Expand Canvas>25 pixels color #8b9fd9
Select this border with your magic wand (click on the tiny arrow by the selection tool to find it)
Effects>Xero>Fritillary at default settings


Format>Focus>pick top right thumb
15. Adjust>Expand canvas>3 pixels color #303975

You're done!
If you resize
Because of the texture effect on the frame, it won't look right to just resize,  you will need to resize it down by 90%
each time till it gets to nearly the size you want, then you can do a direct resize by pixels from there.
If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, Amount 60, Threshold 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Watermark and save
Right click and merge all
Save
Web>Image Optimizer>save as jpg at about 80.
