I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           




Here's a small version of the tag that you can drag with you for reference
Preparation
Open your tubes, duplicate them (shift-D) and close the originals.
I always open all of my tubes and close as I use them
No tube is used more than once so you can close each one after using.
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open if you would like to do this.
1. Put your foreground color on #EFEEF0 (very pale purple) and your background color on #A2A5C1 (med smoky purple)


Change the foreground to gradient, foreground-background, with the following settings:
linear, angle and repeats both at 0, invert not selected


Open a new transparent canvas 650 x 500 pixels
Fill with your gradient
2. Layers>New raster layer
Selections>Select all
Activate the tube "GD_BarbaraFelisky -Garden6" by Gini
Edit>Copy (control-C); Edit>Paste>Paste into selection
3. Use your Deform tool (D) and pull out on the red bounding boxes to pull out this image to completely fill the canvas.




4. Effects>Filters Unlimited>Image Enhancement>RGB Balance:
Settings: 128-125-154


5. Effects>Edge Effects>Enhance
Adjust>Sharpen>Sharpen
Reduce the opacity of this layer to 90%
6. Effects>Xero>Porcelain, with the default settings.


7. Activate now the tube "KaraT3988" (the woman)
Edit>Copy (control-C); Edit>Paste>Paste as new layer (Control-L)
Effects>Filters Unlimited>Image Enhancement>Color booster: default setting of 74

Effects>Xero>Porcelain, with the default settings.


Move her to the left and a bit down, as shown
8. Activate the Patries tube "Pat_scanmale_model10-24-1-07"
Image>Resize>35%
Edit>Copy (control-C); Edit>Paste>Paste as new layer (Control-L)
Move it to the staircase as shown.
In your layer palette put the blend mode on Hard Light


Effects>Filters Unlimited>Image Enhancement>Color booster: 55
Reduce the opacity of this layer to 55%
9. Layers>Duplicate
Activate the original tube layer
Effects>Distortion Effects>Wind: from left at 50


Go to the duplicated layer - In your layers palette put the blend mode on Luminance (Legacy)
Reduce opacity to 80%


Effects>Xero>Porcelain, with the default settings.
10. Now activate the Sorensen tube of the little girl "Misted_By_Sorensen_Designs_-_Tube_May_231-07"
Image>Resize>85%, resize all layers not checked, and repeat at 85%

Effects>Filters Unlimited>Image Enhancement>RGB Balance: 128 - 109 - 128


Effects>Xero>Porcelain, with the default settings.
Move her to the right and down as shown
11. Activate your text tube now "textejoslyne" (or use your text tool to make a saying of your choice, as I did)
Edit>Copy (control-C); Edit>Paste>Paste as new layer (Control-L)
If using your own text, turn off foreground color, make background color a dark color.
I made mine with the font Porcelain (click link to download it), size 30, vector.




I typed line 1, Convert to raster then typed line 2.
12. Make sure all is where you want it, merge visible.

Image>Add borders>1 pixel - #272862 (navy)


Image>Add borders>5 pixels #C4B5B6 (taupe)
Select this edge with your magic wand
Effects>Fritillary - Default settings


Effects>Edge Effects>Enhance
Select none.

You're done!
Resizing
If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Watermark
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save
File>Export>Jpeg optimizer - compression of 20.
