For this tutorial you will need:
Jasc or Corel Paint Shop Pro.
I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

My plugin windows may look different from yours as I use Filters Unlimited 2 to manage my plugins.
Preparation
Open your tubes, duplicate them (shift-D) and close the originals.
I always open all of my tubes and close them as I use them
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open if you would like to do this.
1. Color palette-dark color #0a4280 in foreground and the light color #9fcaf7 in background. Change foreground to gradient: linear-angle 45°-repeats 1
Invert not checked
2. Open a transparent canvas of 400 X 500
Fill with the gradient
3. Adjust>Blur>Gaussian Blur: 15
4. Activate your tube
Image>Resize to 90%
Edit>Copy (control-C), edit>paste as new layer (control-L)in working canvas
Move it down a little bit so it matches tag.
Duplicate
5. Highlight the original tube layer
Effects>Distortion Effects>Wind to the left twice, wind strength 100
Effects>Distortion Effects>Wind once to the right
6. Highlight the duplicated tube layer
Effects>3D Effects>Drop Shadow: 0/0/80/25/color #0a4280 (foreground color)
Shadow on new layer checked.
7. Highlight the shadow layer (it will be the second one from the top)
Effects/Texture Effects>Mosaic - Antique: 25-25-9-3-58-symmetric
Layer palette>Blend mode: Multiply
Opacity at 75%
8. Merge all
Select all (control-A)
Effects>3D Effects>Cutout: 0-0-100-15-black
Deselect
9. Image>Add borders: 2 pixels contrasting color.
Select with the magic wand
Fill with a gold gradient or pattern
Deselect
10. Image>Add borders: 20 pixels color #9fcaf7 (background color)
Select with magic wand
11. Effects>Texture Effects>Weave:
1-1-100-color of gap and weave: #0a4280 (foreground color), fill gaps checked
Deselect
12. Image>Add borders: 4 pixels contrasting color \
Select with the magic wand
Fill with a gold gradient or pattern
13. Effects>3D Effects>Inner Bevel:
Bevel 2-5-40-2-0-10-315-67-21-color white
14. Selections>Invert
Repeat the cutout effect of step 8: 0-0-100-15-black
Deselect
15. Image>Add borders: 1 pixel black
16. Image>Add borders: 50 pixels color #0a4280 (foreground color)
Select with the magic wand
Effects>Toadies>What are You ???, settings: 35-35
Adjust>Sharpness>Sharpen more
Deselect
17. Image>Add borders: 1 pixel black
18. Repeat steps 12, 13, and 14, which are:
4 pixel border filled with gold, inner bevel, invert selection, cutout.
Deselect
19. Image>Add borders: 1 pixel black
20. Image>Add borders: 35 pixels color #0a4280 (foreground color)
Select with the magic wand
Effects>Texture Effects>Blinds: 3-50-color black-
light from left/top checked, horizontal not checked
21. Effects>3D Effects>Inner Bevel, same settings as before:
Bevel 2-5-40-2-0-10-315-67-21-color white
Adjust>Sharpness>Sharpen
Deselect
22. Image>Add borders: 1 pixel black
23. Repeat steps 12 and 13, 4 pixel border filled with gold, inner bevel.
24. Image>Add borders: 1 pixel black
25. Choose a pretty corner tube
Copy and paste as new layer onto working canvas
Place in the left corner
Effects>Simple>Top Left Mirror which will put it in each corner
(or you can put it in the top left corner, duplicate layer, mirror, duplicate that layer,
Flip, duplicate that layer and mirror again. This will put one in each corner as well.
If you resize
To reduce size, reduce by 90% bicubic and keep repeating till it's the size you want.
Once you get close you can reduce by pixel size as usual. This is to retain the texture properly.
Also, if you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Watermark: Layers>New raster layer. Add your water mark on this new layer. Layers>Merge>Merge all (flatten)
Save: File>Export>Jpeg optimizer - compression of 20.
