I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



Preparation
Open your tubes, duplicate them (shift-D) and close the originals.
I always open all of my tubes and close as I use them
None of the tubes are used more than once.
I also keep a copy of the tag example open to refer to.
Save mine from the top of the page and keep it open if you would like to do this.
1. Change foreground color to #E7DDBF and background color to #B86608
2. Prepare your papers 2 to 5
For each one
Image>Add borders : 1 pixel black

Each of your papers will now have a narrow black border

Image>Resize to 385 X 385 pixels
3. Open a new transparent canvas 600 X 600 pixels
Using your bucket tool, fill with color #E7DDBF (foreground color)
Select>Select all (or control-A)
Layers>New raster layer
4. Activate "papier01.pspimage" (autumn leaves paper)
Edit>Copy (or control-C)
Edit>Paste into the selection
5. Effects>Filters Unlimited>Edges Square>Square Edge 4



Deselect
6. Activate "papier02.pspimage" (green corduroy paper)
Copy and paste as new layer (control-L) into working canvas
7. Effects>3D Effects>Drop Shadow : 0/0/60/15/Color black
8. Image>rotate>free rotate 15° towards the left


9. Activate "papier03.pspimage" (gold texture paper)
Copy and paste as new layer (control-L) into working canvas

Drop shadow as before

Image>rotate>free rotate>10° towards the right
10. Activate "papier04.pspimage" (plaid paper)
Copy and paste as new layer (control-L) into working canvas

Drop shadow as before

Image>rotate>free rotate>45° towards the left
11. Activate "papier05.pspimage"
Copy and paste as new layer (control-L) into working canvas

Drop shadow as before

Using the screenshot below for reference, click on each layer in turn and move each paper as shown.
Paper 2 goes up and left, paper 3 goes up and right, paper 4 goes down till the point
just touches the bottom and right till the right point touches the edges
and paper 5 stays in the middle and a bit to the right
so it stays right in the centre of paper 4.
12. Activate "cadre" (small frame)
Copy and paste as new layer (control-L) into working canvas

Drop shadow as before, move it to the centre of the top paper
(papier 05) and a little bit up as shown


Layers>Merge visible
13. Select the inside of the frame with the magic wand. Layers>New raster layer
14. Activate your tube "PatryMists_06_Celeb_04.pspimage"
Edit>Copy (or control-C), new raster layer, Edit>Paste into the selection
Deselect

Effects>3D Effects>Drop Shadow : -8, 17, 60, 15, color #403E25 (dark grey)



Deselect
15. Layers>Merge visible.
Ellie's note: I don't like to merge if I don't have to.
You don't have to merge here if you think you may want to change or move anything.
Do save your tag as a psp or pspimage file at this point so you don't lose everything.
I've already saved 4 or 5 times by this stage.
You're done the main tag, now on to decorating! 
DECORATING YOUR TAG
1. Activate "galon 01" (rickrack). Copy and paste as new layer (control-L) into working canvas
Image>rotate>free rotate 60° towards the left
Duplicate
Place as shown
2. Activate "feuille 01" (brighter orange leaf)
Copy and paste as new layer (control-L) into working canvas
Place as shown, near bottom right of frame. Duplicate and Image>Flip.
Move it to the top left as shown.


Place the rest of the leaves as shown.
3. Activate "rivet 01"
Copy and paste as new layer (control-L) into working canvas
Place as shown at the top left of paper 3 (gold paper).
Duplicate and move to the left point of paper 4 (plaid paper).
Copy rivet 2 and place at the top right of the top green paper.
4. Activate "galon02" (crossed stitches)
Copy and paste as new layer (control-L) into working canvas
Place as shown.
5. Activate "galon03" (studded corduroy belt)
Image>Resize at 90% bicubic


Copy and paste as new layer (control-L) into working canvas
Image>Rotate>Free Rotate 90° left
Place along the edge on the left
Effects>3D Effects>Drop shadow: 2/7/60/15/color #626c23 (dark green)


Find the layer for your leaf at top right and either drag it to top of layer palette
or go to Layers>Arrange>Bring to top so that leaf is on top of the belt
6. Activate "etiquette" (tag)
Image>Resize at 80%
Copy and paste as new layer (control-L) into working canvas
Image>rotate>free rotate towards the right 45°
7. Place your text on the tag - background color #b86608, foreground color turned off


Create a vector, stroke 1, anti-alias sharp, I used TravellerScript size 36




Right click in layer palette, convert to raster, rotate if desired. (I rotated mine 45° left)
Effects>3D Effects>Drop shadow: 2/-2/60/5/black
8. Activate "bouton" (button)
Image>Resize at 50%
Copy and paste as new layer (control-L) into working canvas
Place on the cord of the tag as shown
Effects>3D Effects>Drop shadow: 1/1/60/5/black
9. Activate "trombonnes" (paper clips)
Select one with your select tool and copy and paste as new layer (control-L) into working canvas
Image>Flip
Image>rotate>free rotate towards the left 45°
Place as shown

Erase the bottom part (use the zoom if needed) to make it seem as if it's clipping the paper
eraser settings: size 10 or smaller, Step 5, Hardness, Density, thickness and opacity at 100




You're done! Check to make sure all is placed where you want it. Merge all.
If you resize
To make sure your paper textures don't go funny, especially the gold paper,
resize in stages. First resize to 500, then 400, etc (Bicubic).
Or resize by percentage, 90% at a time. When you get close to the size you want, resize by pixels as you usually do.
If you resize, use the unsharp mask or Brightness/Contrast to sharpen it a bit.
Adjust>Sharpness>Unsharp mask at Radius 1, strength 60, clipping 4.
or
Adjust>Brightness and Contrast set to Brightness of 5-contrast of 15.
Watermark
Layers>New raster layer. Add your water mark on this new layer
Layers>Merge>Merge all (flatten)
Save
File>Export>Jpeg optimizer - compression of 20.
